Mutual acceptance of EASA and TCCA Authorized Release Certificate for Components

On 2024-07-12, Transport Canada Civil Aviation (TCCA) and the European Union Aviation Safety Agency (EASA) signed an amendment to the Maintenance Annex Guidance (MAG). As part of the amendment, Approved Maintenance Organizations (AMOs) who maintain aeronautical products other than aircraft no longer require an approval under the EU-Canada Bilateral Aviation Safety Agreement because their Authorized Release Certificates (EASA Form 1 and the TCCA Form One) are mutually accepted by EASA and TCCA.

Therefore, organizations maintaining and releasing components including engines and propellers are no longer required to add an approval number in block 12 of an EASA Form 1 or TCCA Form One.

Both authorities recognize that AMOs may encounter circumstances and/or customers that require evidence of acceptance in accordance with the EASA/TCCA MAG. This letter should encourage customers to make themselves familiar with the updated requirements.

We recommend that you review the MAG, revision 3 and the Technical Implementation Procedures (TIP), under the Agreement on Civil Aviation Safety between the Government of Canada and the European Union for details of the aforementioned mutual acceptance, MAG for used/repaired parts, and the TIP for new parts.
