3.1 General
When an applicant's submission has been reviewed and it is determined that all the requirements of the CARs and Standards have been met, the Special Flight Operations Certificate - The operation of an aircraft while conducting aerobatic manoeuvres below 2000 feet AGL, shall be prepared for the signature by the person delegated the appropriate signing authority. All documentation used to support the issuance of Special light Operations Certificate should be presented in an orderly and comprehensive manner.
3.2 Standard Format for a Special Flight Operations Certificate - The operation of an aircraft while conducting aerobatic manoeuvres below 2000 feet AGL
All Special Flight Operations Certificates for the operation of an aircraft while conducting aerobatic below 2000 feet AGL shall be issued in a standard letter format using Transport Canada, Safety And Security letterhead as outlined below.
- The letter shall be addressed to the applicant as listed or named in the application.
- The date of issue shall be entered on the letter.
- Enter the number corresponding to the regional 6605 file.
- Following the appropriate salutation (e.g. Dear Sir etc.), the following wording shall be used in all Special Flight Operations Certificates for this activity.
Pursuant to section 603.67 of the Canadian Aviation Regulations, this letter constitutes your Special Flight Operations Certificate to operate an aircraft while conducting aerobatic manoeuvres below 2,000 feet AGL in accordance with paragraph 602.27(d) of the Canadian Aviation Regulations.
This certificate may be suspended or cancelled at any time by the Minister in accordance with sections 6.9 to 7.1 of the Aeronautics Act. This certificate is not transferable and remains valid, subject to the following conditions, until (enter a date maximum for 1 year for initial and remove for subsequent re-issues) or until it is suspended or cancelled.
Conditions
This certificate is subject to the observance and performance by the certificate holder of the following conditions.
(1) Aerobatic manoeuvres are prohibited
- over a built-up area or open-air assembly of persons,
- when flight visibility is less than 3 miles, or
- below 2,000 feet AGL with a passenger on board.
(2) During the operation, the certificate holder shall comply with air traffic control instructions received from the traffic control agency responsible for the airspace.
(3) Prior to conducting aerobatic manoeuvres below 2,000 feet AGL the certificate holder shall ensure that
- where the operation is to take place at an airport or an aerodrome, the airport manager or aerodrome operator have been made aware of the proposed operation and has no objection,
- where the operation is to take place over private property, the landowners or tenants have been made aware of the proposed operation and have no objection, and
- the site of the operation is not located in the vicinity of noise sensitive areas, such as residential areas, livestock areas, etc.
Nothing in this certificate relieves the certificate holder from compliance with the provisions of any other Canadian aviation documents that have been issued to him pursuant to the Aeronautics Act or the Canadian Aviation Regulations.

3.3 Standard Format for a Special Flight Operations Certificate - which an air route and below 2000 feet AGL
Dear _________:
Pursuant to section 603.67 of the Canadian Aviation Regulations, this letter constitutes your Special Flight Operations Certificate to operate an aircraft while conducting aerobatic manoeuvres
- in or into controlled airspace or an air route in accordance with paragraph 602.27(b) of the Canadian Aviation Regulations, and
- below 2,000 feet AGL in accordance with paragraph 602.27(d) of the Canadian Aviation Regulations.
This certificate may be suspended or cancelled at any time by the Minister in accordance with sections 6.9 to 7.1 of the Aeronautics Act. This certificate is not transferable and remains valid, subject to the following conditions, until (enter a date maximum for 1 year for initial and remove for subsequent re-issues) or until it is suspended or cancelled.

(2) Prior to commencement of any flight for the purpose of carrying out aerobatic manoeuvres in or into controlled airspace or an air route, the certificate holder shall co-ordinate the activity with the air traffic control agency responsible for controlling the airspace to be used, identifying the location and dimensions of the airspace and times requested for the airspace use.
(3) During the operation, the certificate holder shall comply with air traffic control instructions received from the traffic control agency responsible for the airspace.
(4) Prior to conducting aerobatic manoeuvres below 2,000 feet AGL the certificate holder shall ensure that
- where the operation is to take place at an airport or an aerodrome, the airport manager or aerodrome operator have been made aware of the proposed operation and has no objection,
- where the operation is to take place over private property, the landowners have been made aware of the proposed operation and have no objection, and
- the site of the operation is not located in the vicinity of noise sensitive areas, such as residential areas, livestock areas, etc.
Nothing in this certificate relieves the certificate holder from compliance with the provisions of any other Canadian aviation documents that have been issued to him pursuant to the Aeronautics Act or the Canadian Aviation Regulations.

3.4 Special Conditions
Where an applicant applies for a site specific certificate on behalf of a group the following conditions shall be added:
- This certificate is valid only for (identify site).
- This certificate is valid only for use by bonifide members of (identify aerobatic club or association).
Where the applicant is an International Council Air Show Aerobatic Competency Evaluator the following condition shall be added:
- This certificate is valid for use by (enter name of certificate holder) and any person undergoing an aerobatic evaluation under the direct supervision of (enter name of certificate holder). For the purpose of this certificate "direct supervision" means the evaluator is in position adjacent to the area to be used for the flight evaluation.
