Purpose:
The purpose of this Civil Aviation Safety Alert (CASA) is to inform operators about NAV CANADA’s intention to start applying Closely Spaced Parallel Operations (CSPO) standards and procedures at Toronto/Lester B. Pearson International Airport (CYYZ) in the last quarter of 2025.
CSPO will be integrated into operations at CYYZ allowing simultaneous independent parallel instrument approaches to be conducted to runways 15L/33R and 15R/33L. This operation is commonly referred to as Precision Runway Monitor (PRM).
Transport Canada Civil Aviation (TCCA) will be updating the Special Authorization/Specific Approval (SA) which will allow operators to take advantage of this service.
Background:
CSPO is used to allow simultaneous independent approaches to parallel runways that are spaced closer together than standard separation requirements. It involves the use of specialized radar systems and equipment to monitor aircraft positions with high precision. This allows air traffic controllers to ensure that aircraft on parallel approaches maintain the necessary separation. PRM provides controllers with detailed and frequent updates on aircraft positions, allowing them to detect and resolve potential conflicts quickly. This ultimately allows for an increased arrival rate.
NAV CANADA is intending to implement this procedure in the last quarter of 2025.
TCCA will develop or update applicable Commercial Air Services Standards for Subpart 701, 702, 703, 704, and 705 operators. TCCA may further develop a SA for Subpart 604 operators in order for these operators to take advantage of this increased service capacity being offered by NAV CANADA.
Recommended action:
Until such time that a SA is available for this operation in Canada, operators will be unable to take advantage of this service.
NAV CANADA will be publishing an Aeronautical Information Circular (AIC) detailing the implementation of CSPO operations.
As NAV CANADA works towards increasing capacity on these runways, there may be delays, as spacing requirements will depend on operator certification.
