Proposal to update the regulatory requirements concerning the safety of restraint systems and vehicle anchorages

Transport Canada wants to improve child passenger safety and update the regulatory requirements for the safety of restraint systems and vehicle anchorages.

Transport Canada regulates the safety of motor vehicles and equipment to keep Canadian roads safe. In Canada, companies must certify that all new and imported vehicles, tires and child restraints meet Canada’s safety regulations and standards.

To improve child passenger safety and make it easier for companies to follow our requirements, Transport Canada wants to make major updates to the Motor Vehicle Restraint System and Booster Seats Safety Regulations, and the Canada Motor Vehicle Safety Standards for vehicle anchorages in the Motor Vehicle Safety Regulations.

We’ve been collecting feedback from child restraint, special needs restraint and vehicle manufacturers, provincial and territorial governments, special needs health care providers, and federal regulatory bodies. We’ve also been speaking with them to better understand their needs and make sure that they have a chance to provide feedback. This consultation is part of that work, and includes drafts of the regulatory text, and Technical Standards Documents.

Transport Canada is assessing whether we can publish the final regulatory amendments directly in the Canada Gazette, Part II, instead of pre-publishing it in the Canada Gazette, Part I as usual.

    • The restraint regulations would come into force 2 years after being published in the Canada Gazette, Part II
    • The anchorage regulations would come into force on September 1, 2032

Only de-identified information may be shared with Health Canada to coordinate policy development. Personal information will not be disclosed.

Participation in this survey is on a voluntary basis. There is no requirement to provide your personal information.
