TC proposes to establish a new fee for providing the service of assessing and certifying the validity and adequacy of marine insurance in place to cover pollution damage under the Bunkers Convention, the 1992 CLC and the Wreck Removal Convention.

The Canadian aerospace industry is diverse, ranging from multinational companies that develop and manufacture entire aircraft, to sole proprietorships offering engineering services, to owners who wish to modify or repair their aircraft. Collectively, these groups rely on Transport Canada (TC) to review and approve aeronautical product designs. In Canada, aeronautical product designs must be approved by TC , acting on behalf of the Minister of Transport. TC reviews aeronautical product designs to ensure that these designs meet Canadian and international standards. TC approval enables the use of these products in Canada and their exportation to the global market.

Updated marine cargo fees will lessen the burden these costs place on the Canadian taxpayer. Updated fees will also allow TC to ensure that the Marine Safety Cargo Inspection Program continues to have the resources it needs to provide timely and high value service to industry.

Between September 5, 2018 and October 19, 2018, TC held a public consultation on the Fee Proposal for Aeronautical Product Approvals and published this Fee Proposal on the TC Let’s Talk Fee Modernization webpage.

In November 2018, Transport Canada (TC) held an engagement session with stakeholders to explain the department’s plan to introduce a fixed fee of $98 for the provision of marine insurance assessment and certification services. TC asked for feedback on the proposed fee design and amount.
