Mandate:
The Federal Bridge Corporation Limited is a Crown corporation responsible for the oversight of Canadian federal interests in 4 of the 11 international toll bridges that connect Ontario to Michigan and New York in the United States:
- Blue Water Bridge (Point Edward);
- Sault Ste. Marie International Bridge (Sault Ste. Marie);
- Seaway International Bridge (Cornwall); and
- Thousand Islands International Bridge (Lansdowne).
Its mandate is to provide stewardship of international bridges and associated structures to ensure their safety and efficiency.
The corporation owns the Canadian portion of the four international bridges in its portfolio, including bridge plazas and related facilities, and oversees their operations. It also administers international agreements associated with the bridges, directs bridge engineering and inspection duties, and oversees bridge capital investment projects.
In a typical year, the corporation derives revenues of over $43 million from its activities and receives federal government funding on an ad hoc basis for major capital projects. While FBCL saw significant revenue decreases during the COVID-19 pandemic, the corporation’s revenue has increased since border restrictions were lifted. Revenue in 2022-23 was $40.5M and increased to $46.2M in 2023-24.
To offset its loss of revenue from COVID-19, the corporation received up to $59 million over five years in federal government funding, from 2020/21 to 2024/25, to support its continued bridge operations.
While commercial truck traffic remained constant throughout the pandemic, passenger traffic was severely reduced and is recovering slowly. The corporation reported an improvement in passenger traffic in 2023-24, but remains 34% lower than pre-pandemic levels.
