Overview:
Finance and Procurement Operations
The team is responsible for a broad range of services and activities related to financial operations, including:
- Maintaining sound financial systems and developing financial policies and related guidance;
- Providing advice and training on accounting matters, ensuring integrity of the financial control framework, and preparing Financial Statements and Public Accounts reporting to Parliament;
- Providing services to programs in the areas of expenditure and revenue accounting, including reviewing and approving payments to suppliers and reimbursing employees for travel claims;
- Driving efficiency of corporate services through automation, innovation, artificial intelligence, and data analytics;
- Supporting all aspects of procurement, including requirement definition, tendering, evaluation, and negotiations, as well as materiel management;
Departmental Security and Facility Management
The team is responsible for a broad range of services and activities related to facilities and corporate security, including:
- Providing strategic and innovation advice on all aspects of security and facilities management policy and initiatives implemented by the Government of Canada (GoC), in collaboration with central-agencies and PSPC.
- Leading TC’s Long-Term Accommodation Plan review exercise and its implementation, per the GoC Office Portfolio Reduction Plan.
- Managing lease agreements of 49 buildings across Canada, including maintenance and managing the building operations of TC’s 12 PSPC administered offices in the National Capital Region.
- Responsible for the financial management, tracking and reporting of the National Accommodations Investment Group’s budgets and forecasts.
- Leading and managing major national accommodation capital projects.
- Supporting the department’s operations by providing safeguards and implementing measures that ensure the integrity of sensitive information, assets, and employees. These measures are designed to protect against unauthorized access, disclosure, or manipulation of government resources and information – which includes: Protection of Sensitive Information, Physical Security of Government Facilities, Incident Response and Management and Business Continuity Planning.
Financial Planning and Resource Management
The team is responsible for a broad range of services and activities related to financial management, including:
- Financial Planning activities, such as providing advice, guidance, and a challenge function on:
- Costing and financials related to Budget proposals, Treasury Board submissions and Memoranda to Cabinet (MCs); and
- Internal management of budgets and forecasts for both current and future years.
- Resource Management activities, such as providing advice and financial performance reporting to senior management and ensuring the Department's financial stability and integrity through:
- Timely budget allocations, including transactions between organizations and allotments;
- Overseeing and managing financial pressures, financial risk and carry-forward plans;
- Financial forecasting, analysis, and reporting;
- Preparation of estimates documents and other central agency and parliamentary reports, including briefing materials; and
- Capital investment planning and performance, including monitoring project implementation and performance results on a quarterly basis and oversight of the departmental Project Management Framework.
- Cost Recovery activities, through a Center of Expertise, that focus on:
- Improving service delivery for TC’s clients, through simplified and modernized processes;
- Harmonizing and aligning with other departmental initiatives (e.g., regulatory modernization); and
- Facilitating the generation of additional revenues (new or incremental) from TC’s programs, increasing the amount of program delivery costs paid by clients.
Corporate Planning and Reporting
Corporate Planning and Reporting (CP&R) leads the integration of departmental planning and reporting functions. The directorate provides leadership, advice, analysis, frameworks and tools to support integrated planning and reporting, including risk management and performance measurement. It ensures that the department has an appropriate Departmental Results Framework, Program Inventory, and Performance Information Profiles in place. It also coordinates key departmental reports, including:
- Departmental Plans;
- Departmental Results Reports;
- Associated supplementary information tables and horizontal initiatives;
- Integrated Departmental Risk Profile; and
- The Management Accountability Framework.
