Transport Canada assumed responsibility for the portion of pension costs not payable by CN or the Government of Newfoundland and Labrador for the transferred employees. The Program does not have repayable contributions.
Expected results: This Program ensures that the Government of Canada's obligations are upheld and that supplemental pension payments continue to be made to former employees of Newfoundland Railways.

Purpose and objectives of transfer payment program: The Outaouais Road Development Agreement makes contributions to the Government of Quebec for highway efficiency and safety improvements in the Outaouais region, while encouraging regional and industrial development and tourism in the National Capital Region. Expected results: The Agreement, signed in 1972, aims to improve the road network on the Quebec side of the National Capital Region. The roadways in the Gatineau region connect communities and are paramount to fostering efficient transportation, economic growth and improving the overall well-being of residents. Funding, spanning five fiscal years (2023-28), which was announced on December 11, 2023, towards a joint federal and provincial investment of $70 million will support the crucial improvements on Pink Road and La Vérendrye Boulevard.

Purpose and objectives of transfer payment program: The objective of the Program is toincrease the safety of air transport operations by ensuring that funds are available to cover the operation and financing of facilities and services for the safety of international air traffic provided by Denmark and Iceland for civil aircraft flying across the North Atlantic. The Program does not have repayable contributions.
Expected results:
- The intermediate outcomes of the contribution include the demonstration of Canada's engagement in international aviation and historical information available for meteorological modeling and forecasting.
- The immediate outcomes of the contribution include international collaboration on funding service delivery, increased capacity to provide safety oversight and maintenance of Canada's Treaty obligations.
- Transport Canada contributed to the Denmark and Iceland Joint Financing Agreements, which are administered by the International Civil Aviation Organization (ICAO). Two Joint Financing Agreements cover the operation of facilities and services provided by Denmark and Iceland respectively for civil aircraft flying across the North Atlantic, north of the 45th parallel North between the meridians of 15° West and 50° West. These services comprise air traffic control, communications, and meteorology.

Purpose and objectives of transfer payment program: In 1963, an agreement was put in place with the Canadian National (CN) Railway once tolls were no longer collected from owners or operators of vehicles using the bridge. The purpose of the agreement is to enable CN to continue to make the roadway facilities on the Victoria Bridge in Montreal available for public use. The agreement has not affected:
- CN’s Right of ownership of the bridge and the roadway facilities.
- Power to regulate and control the vehicular traffic allowed to use the bridge.
The Program does not have repayable contributions.
Expected results: The work carried out allows the bridge to remain open to road traffic, keeping it in good condition to ensure public safety and the longevity.

Purpose and objectives of transfer payment program: The Program to Address Disturbances from Vessel Traffic (PADVT) provides federal funding to facilitate projects and activities that mitigate the impacts of navigation on the marine environment, The Program includes three components. The first component includes two named recipients.
- A contribution agreement with the Port of Vancouver Authority to continue the Enhancing Cetacean Habitat and Observation Program. The Program conducts ground-breaking research and provides financial compensation to shipping companies for the added expense of seasonally slowing down vessels voluntarily when Southern Resident killer whales are present in key shipping corridors; and
- A grant agreement with the Ocean Wise Coastal Ocean Research Institute, to enhance and promote the Whale Report Alert System.
The second component is a separate PADVT Program called the Quiet Vessel Initiative to support the following objectives:
- Create opportunities to engage Indigenous groups about quiet vessel solutions and include traditional knowledge and participation in the project.
- Research or testing projects to evaluate “quiet” technologies on marine vessels; and
- Monitor underwater noise to assess the effectiveness of operational and technical mitigations aimed at addressing underwater noise.
The third component is a stream under the Community Participation Funding Program (grant) in support of short-term, small projects (i.e., usually under $5,000) with activities related to Southern Resident killer whales (e.g., funding for Indigenous and local communities to participate at a whale protection conference). The Program does not have repayable contributions.
Expected results: The Program is expected to result in:
- Maintaining or increasing participation of vessels in an expanded voluntary slowdown in the Salish Sea.
- Increased access to various noise mitigation solutions.
- Measures to reduce and understand the effects of ambient noise of vessels in critical habitats.
- Reduce the number of vessel strikes in key whale habitats.
- Supporting mariners’ and vessel owners/operators’ access to improved information on the presence of whales through the Whale Report Alert System.

Purpose and objectives of transfer payment program: The Programs objective is to contribute to a safe, secure, efficient, and environmentally friendly transportation system by providing financial support to the Transportation Association of Canada (TAC) for various activities including:
- Management and operation of TAC;
- Technical Projects and Research; and
- TAC Foundation.
The Program does not have repayable contributions.
Expected results: The Program is expected to result in:
- Enhanced capacity and knowledge base facilitating decision-making, intergovernmental relations, networking, and partnership opportunities.
- Increased awareness of the role and importance of transportation in achieving Canada's social and economic goals.
- Increase in the number and quality of trained transportation professionals and in partnerships and outreach for innovation and skills development.
- Development and publishing of research, technical reports, guidelines, and best practices related to design, operations, and maintenance in transportation engineering.
- Transportation-related research projects and information is exchanged and/or supported by transportation professionals and jurisdictions.
- The award of scholarships by the TAC Foundation to support the educational and research needs of the Canadian transportation industry.
