Transport Canada’s top priorities for 2025-26 are as follows:

  • Transport Canada remains committed to promoting and enabling efficient and reliable transportation supply chains and trade corridors infrastructure to foster sustained economic growth and prosperity for Canadians across regions.
  • Transport Canada will continue to work in close collaboration with federal partners to improve the safety and security of Canada’s transportation networks through maintaining a robust, fair and safety minded regulatory environment.
  • Transport Canada will lead efforts to improve the air passenger experience by working with partners to improve accessibility, inclusivity, and barrier-free transportation.
  • Transport Canada will maintain its leadership role in facilitating the transition of Canada’s transportation system to low-carbon and zero-emission technologies in support of Canadian clean growth and Canada’s net-zero commitment.

The following provides a summary of the department’s planned achievements for 2025-26 according to its approved Departmental Results Framework. Core responsibility 1: A safe and secure transportation system

Planned spending: $ 529,949,198

Planned human resources: 3,565

Departmental results:

Transport Canada will continue to uphold and support a robust, fair, and safety-focused regulatory environment that ensures the safe and secure movement of people and goods from coast-to-coast-to-coast. We will continue our efforts to review and modernize federal transportation safety and security regimes. In 2025-26, the department will work on improving the air passenger experience, while collaborating with our partners to advance aviation security screening practices and technologies. We will continue to work on improving rail service and strengthening rail safety. Additionally, we remain committed to working with our partners to promote strong vehicle cyber security practices, as well as continuing to propose updates to the Canadian Motor Vehicle Safety Standards to combat auto theft. The department will also ensure the maintenance of effective oversight and compliance within the marine sector. Transport Canada will continue to collaborate with our federal partners to ensure a comprehensive government-wide approach to emergency preparedness, prevention, mitigation, response, and recovery efforts.

Core responsibility 2: A green and innovative transportation system

Planned spending: $ 672,364,390

Planned human resources: 908

Departmental results:

In 2025-26, Transport Canada will prioritize initiatives that provide Canadians with an efficient, resilient, green, and safe transportation system. The department will support Canada’s clean economy and climate change goals. For example, we will advance measures to support the development of green shipping corridors along domestic routes as well as markets overseas. We will also continue our efforts to protect our oceans and marine environments from shipping impacts, and work on strengthening support for Indigenous leadership and engagement in our environmental protection efforts. Transport Canada will continue to advance innovations for Canada’s transportation system by funding technology research and development, and by fostering local and global scientific collaboration.

Core responsibility 3: An efficient transportation system

Planned spending: $ 1,693,245,655

Planned human resources: 617

Departmental results:

We remain committed to promoting and enabling an efficient and reliable transportation system for both cargo and passengers. The department will continue to enable the efficient movement of products to market through Canada’s supply chains and trade corridors. In 2025-26, TC will focus on ensuring Canadian travellers and freight operators benefit from choice and improved service. This includes improvements to both cargo and air passenger services, as well as the establishment of a new high-speed passenger rail system in the Toronto-Ottawa-Montréal-Québec City corridor. We also remain dedicated to working with stakeholders in the planning and implementation of the Lac-Mégantic rail bypass project. Transport Canada will continue to ensure the effective management of its assets by maintaining and improving the Government’s transportation infrastructure.
