Transport Canada’s Transportation of Dangerous Goods (TDG) Directorate has completed a review of Form 16-0090 for air operators submitting their dangerous goods policies, procedures and training programs for approval.
This bulletin is intended to inform air operators of the change to Form 16-0090 - Application for the Review of Dangerous Goods Policies & Procedures and Training Programs.

Description of amended form 16-0090
Form 16-0090 was last revised and published in 2023. This new version was modified based on feedback from inspectors and industry and incorporates any applicable regulatory changes.
Key changes to the revised form include:
- in the General Information section:
- added reference to the new Compliance Criteria Guide for the Review of the Air Operator’s Transportation of Dangerous Goods Policies, Procedures and Training Programs
- clarified that the air operator may use the International Air Transport Association Dangerous Goods Regulations (IATA DGR). However, inspectors will evaluate of the air operators’ dangerous goods policies, procedures and training programs to the requirements of the International Civil Aviation Organization Technical Instructions for the Safe Transport of Dangerous Goods by Air(ICAO TI)
- in the Instructions for Section A3, added explanations for the terms “new document” and “amended document”
- in Part B:
- removed the option “Not Applicable” in the column “TDG COM Reference(s)” when the requirement applies to all air operators. Air operators will only be able to select either “No Change” or ‘’Section & page (specify)’’
- updated column headings for clarity:
- “Topic” is now “Requirement”
- “Required Correction” is now “TC Verification”
- conducted a review of all regulatory references to requirements in Part B
- amended the following requirements for clarity and to align with the applicable regulations:
- separated the requirements for acceptance, handling and documentation into individual sections (Sections B4, B5 and B6)
- expanded the storage and loading requirement in Section B5 to address each individual provision of Part 7;2 of the ICAO TI
- added the requirements for procedures specific to helicopter operations in Section B8 as per Part 7;7 of the ICAO TI
- emphasized the requirement that AO must ensure that training is provided to third-party service providers performing TDG tasks on their behalf in Section B10.4 as per Part 7;4.10 of the ICAO TI
- added Section B11 “Special Considerations for TDG COMAT” should the air operator prepare and offer for transport dangerous goods COMAT.
- in Part C:
- reviewed the information in column “TDG TASKS’’ to better guide air operators in identifying the knowledge personnel need to perform their dangerous goods tasks
- removed the option “Not Applicable” in the column “TP Reference(s)” when the requirement applies to all air operators. Air operators will only be able to select either “No Change” or ‘’Section & page (specify)’’
- conducted a review of all regulatory references to requirements in Part C
- removed duplications of knowledge requirements. For example, marking and labelling of overpacks and handling labels specifications are addressed in the marking and labelling requirements
- replaced the title “Training Requirements: General Philosophy” with “Training Requirements: Scope and Applicability” for clarity in Section C3
- grouped exceptions and limitations together in Section C4 and added requirements for training on approvals and exemptions (i.e. equivalency certificates) granted by the TDG Directorate
- merged separate knowledge requirements for Table 3-1 of the ICAO TI in Section C7
- grouped all emergency and reporting training requirements into Section C15
From April 1, 2025
The amended Form 16-0090 will be effective and available online on April 1, 2025, for air operators to submit their application for the review of dangerous goods policies, procedures and training programs. From April 1, 2025, to July 31, 2025 air operators may continue to use the previous version of Form 16-0090. As of August 1, 2025, only the amended form can be used for any TDG document review request.
