Aircraft Maintenance Engineer (AME) Licence Holders

Subject:

Interim changes to the AME licence application, AME licence renewal and approval procedures during the COVID-19 pandemic

Purpose:

This notice provides information on the interim changes to the acceptance of documents sent via email in support of an AME application, an AME licence renewal, and to the validity of AME application forms and approvals to attempt the Transport Canada Civil Aviation (TCCA) examinations.

Interim changes:

Submission of Electronic Documents

TCCA will accept AME application forms (24-0083 and 26-0638), supporting documentation and proof of payment sent via email, including translated documents, provided the documents have been certified as true copies of the originals by:

  • A notary public or commissioner for oaths;
  • A TCCA Safety Inspector/Officer or Administrative (Operational) Support personnel; or
  • The holder of a valid Canadian AME Licence.

Supporting documentation includes proof of:

  • age and citizenship;
  • basic training (graduation certificate, curriculum, hours and marks, as applicable);
  • maintenance experience (employment letters); and
  • skill (logbook).

TCCA recommends using the Online payment service to pay the applicable fee available through the link below under the Resources heading.

AME applicants residing in Canada must submit their application, supporting documentation and proof of payment of the applicable fee by email to the TCCA office in your region:

AME applicants residing outside of Canada must submit their application, supporting documentation and proof of payment of the applicable fee to Ottawa Headquarters at AMELicence-LicencedeTEA@tc.gc.ca.

AME application forms validity and examination approvals

Form 24-0083 submitted to TCCA as part of an initial issuance or additional rating between March 1, 2020 and July 31, 2022 will be valid for 24 months rather than the 12 months indicated in subsection 566.03(1) Chapter 566 of the AWM.

Form 26-0638 and Form 24-0083 approval periods for TCCA examinations issued between March 1, 2020 and July 31, 2022 will be valid for 24 months instead of 12 months.

These changes will allow additional time for applicants to submit supporting documentation for TCCA to review, and for applicants to complete any required TCCA examinations.

After July 31, 2022, application forms submitted to TCCA will be valid for 12 months and TCCA exam approvals issued will return to 12 months in accordance with AWM Chapter 566.

New electronic AME licence application forms

TCCA has introduced new electronic AME licence application forms 24-0083 and 26-0638:

  • the new forms can be digitally signed;
  • only one rating can be requested on an AME licence application;
  • the forms have been simplified and updated; and
  • the previous forms are no longer available.

Renewals

TCCA continues to accept and process AME licence renewals and print the credit card style AME licence.

To renew your AME licence, TCCA recommends completing the application form 24-0083 electronically and to pay the required renewal fee of $40 by using the online payment service. AMEs can send their application and proof of payment by email to the TCCA office in their region:

Exemption NCR-053-2021 expiring July 31, 2022

AME licence renewal applications received prior to July 31, 2022 from AME licence holders whose licence expired under the exemption will be processed as a renewal in accordance with subsection 566.03(11) of Chapter 566 of the AWM.

After July 31, 2022, applications received to renew an AME licence that has expired under the exemption will be processed as a reissue in accordance with subsection 566.03(12) of Chapter 566 of the AWM.

AME licence holders whose licence has expired for more than one year under the exemption will not be required to attempt the regulatory requirements examination in subsection 566.03(12)(b) of Chapter 566 of the AWM if their application for reissue has been received prior to July 31, 2023.
