This TP 15111 E - Small Vessel Compliance Program Passenger & Workboat (SVCP-PW) – Detailed Compliance Report (DCR) and Guidance Notes assists small vessel owners and authorized representatives (ARs) in their obligation to meet the regulations and requirements set out in the Canada Shipping Act, 2001 (CSA, 2001). The guidance notes assist these stakeholders in completing the DCR required for enrollment in the Small Vessel Compliance Program (SVCP). The SVCP aims to help vessel owners meet safety and environmental regulations under the Canada Shipping Act, 2001, by providing tools, guidelines, and monitoring compliance.

- Ship owners – Authorized Representatives (ARs) of small passenger & workboat vessels of not more than 15 gross tonnage.
- Transport Canada Employee – Marine Safety Inspectors.
