Strengthening Canada-U.S. Supply Chains: Transport Canada Signs MOU with Cross-Border Institute

On October 29, 2025, Transport Canada (TC) signed a Memorandum of Understanding (MOU) with the Cross Border Institute (CBI) at the University of Windsor. This agreement sets out how the two organization will work together to strengthen Canada-U.S. cross-border supply chains and support innovation at one of the busiest and most important trade crossings in North America: the Windsor-Detroit corridor.

Why This Matters

The Windsor-Detroit crossing is a vital link for trade and commerce. Every day, about 7,000 trucks move through this corridor, carrying roughly $300 million in goods. Thousands of professionals also cross the border daily, in each direction, for work. Keeping this gateway fluid, secure, and reliable is essential for local, regional, and national economies.

What the MOU Will Do

The agreement sets the stage for collaboration between TC, CBI, and industry, government and academic stakeholders. Together, they will:

  • Strengthen Canada-U.S. supply chains through shared expertise and innovative solutions;
  • Foster partnerships among governments, industry, and academia;
  • Launch discussions on practical, operational measures that can be taken to support the fluid and reliable flow of goods and people.

Future work will consider cross-border supply chains that feature rail and marine more prominently.

Its location at the Windsor-Detroit gateway gives it unique insight into cross-border dynamics, and its strong network of public, private, and academic partners makes it an ideal collaborator for advancing resilient, reliable supply chains.
