Pursuant to paragraph 702.22(2)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Talon Helicopters Ltd., Executive Aircraft, 4380 Agar Drive, Richmond, B.C., to operate a helicopter over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), subject to the following conditions.
Paragraph 702.22(2)(a) states that for the purpose of subsection 602.15(2)(a) a person may operate an aircraft over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.
PURPOSE
The purpose of this authorization is to permit Talon Helicopters Ltd., Executive Aircraft, 4380 Agar Drive, Richmond, B.C., to conduct aerial photography operations at altitudes of less than 1000 feet above and less than 500 feet horizontal distance from the highest obstacle.
APPLICATION
This authorization applies only to Talon Helicopters Ltd., Executive Aircraft, 4380 Agar Drive, Richmond, B.C., when operating for the purpose of aerial photography operations in the vicinity of the Lions Gate Bridge, Vancouver, B.C. and the University of British Columbia, B.C.
CONDITIONS
This authorization is subject to the following conditions:
- The operation shall take place on Sunday, October 26, 2003, alternatively on Sunday, November 2, 2003 between the hours of 09:00 and 17:00 local time, depending on suitable weather conditions.
- Operations shall be conducted within the specified hours, under day VFR conditions, using an AS350 type helicopter.
- The routes of the operation shall be as depicted on the map
submitted and held on file with Commercial and Business Aviation, Pacific
Region; being;
- parallel to the Lions Gate Bridge, Vancouver, B.C., operating North to South along the Western side of the bridge; and
- around the campus area of the University of British Columbia, B.C.
- The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground, or on the water.
- The aircraft shall be flown in compliance within the "Height-Velocity" Diagram contained with the approved Aircraft Flight Manual.
- The aircraft shall conduct a power check immediately before commencing the operation, and the engine shall be at, or above, the manufacturers specifications.
- When over water beyond gliding distance from shore, all provisions of Operations Specification #45 shall be complied with.
- The height of the aircraft shall be;
- applicable to route (c)(i), above; never less than the Lions Gate Bridge deck; and
- applicable to route (c)(ii), above; never less than 300 feet above Ground Level (AGL).
- When engaged in flight operations at the location as under (c)(i) above, the aircraft shall remain South of the rail road tracks immediately North of the sewage treatment plant West of the Lions Gate Bridge.
- The horizontal and/or vertical distance from the Lions Gate Bridge shall never be less than 300 feet.
- The transit route to and from the routes as under (c) above, shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
- All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
- Persons carried on board the helicopter shall be limited to essential crew only.
- The aircraft shall not fly over any residential or University buildings, or assemblies of persons at any time.
- The local police authorities and municipalities concerned shall be informed of and acknowledge the operation.
- A copy of this authority shall be carried on board the aircraft while operating in Canada.
- The operation shall be coordinated with the appropriate Air Traffic Control authority.
- A co-ordinated plan for each complete operation shall be developed.
- The aircraft shall comply with the Commercial Air Service Standards as required under CAR 702.22(2)(b).
VALIDITY
The authorization is in effect until the earliest of the following:
- 17:00 hours local time, British Columbia, on Sunday, November 2, 2003;
- the date on which any of the conditions set out in this authorization is breached; or
- the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
