EXEMPTION FROM SUBPARAGRAPH 421.30(4)(b)(i) OF THE FLIGHT CREW PERMITS, LICENCES AND RATINGS STANDARDS AND SUBSECTION 401.30(2) OF THE CANADIAN AVIATION REGULATIONS

Pursuant to Subsection 5.9(2) of the Aeronautics Act, and after taking into account that the exemption is in the public interest and is not likely to affect aviation safety, I hereby exempt Mr. Biser Mitev residing at 202 – 1373 West 73rd Avenue, Vancouver,

British Columbia V6P 3E9 from the requirements set out in subparagraph 421.30(4)(b)(i) of the Flight Crew Permits, Licences and Ratings Standards made pursuant to Subsection 401.30(2) of the Canadian Aviation Regulations (CARs), subject to the following conditions.

Subparagraph 421.30(4)(b)(i) of the Flight Crew Permits, Licences and Ratings Standards, which sets out part of the requirements to be met by an applicant of a Commercial Pilot Licence - Aeroplane, stipulates that an applicant who holds a Private Pilot Licence - Aeroplane or a Private Pilot Licence - Aeroplane issued by a contracting state shall have completed 35 hours of dual instruction flight time under the direction and supervision of the holder of a Flight Instructor Rating - Aeroplane.

PURPOSE

The purpose of this exemption is to allow Mr.Biser Mitev to apply, upon completion of the conditions listed below, for a Canadian Commercial Pilot Licence - Aeroplane without having to comply with the requirements to hold a private pilot licence first, and without having completed 35 hours of dual instruction flight time under the direction and supervision of the holder of a Flight Instructor Rating - Aeroplane.

APPLICATION

This exemption applies to Mr. Biser Mitev, applicant for a Commercial Pilot Licence - Aeroplane.

CONDITIONS

This exemption is subject to the following conditions:

  1. Mr. Mitev shall have obtained a flight assessment from the holder of a Class 1 Flight Instructor Rating - Aeroplane;
  2. Mr. Mitev shall have completed a minimum of twenty hours of dual flight training and a minimum of fifteen hours of solo flight training under the direction or supervision of a holder of a Flight Instructor Rating - Aeroplane;
  3. Mr. Mitev shall have completed a minimum of 20 hours of commercial pilot aeroplane ground school instruction;
  4. Mr. Mitev shall have successfully completed the commercial written examinations and have passed the commercial flight test.

VALIDITY

This exemption is in effect until the earliest of:

  1. Midnight EST on February 19, 2004;
  2. the date upon which a Commercial Pilot Licence - Aeroplane is issued to Mr. Mitev;
  3. the date on which any of the conditions set out in this exemption are breached;
  4. the date on which this exemption is cancelled in writing by the Minister where he is of the opinion that it is no longer in the public interest or is likely to affect aviation safety.
