Subject: COCKPIT VOICE RECORDER (CVR) - FIRST TIME INSTALLATION EVALUATION - PLAYBACK FACILITY RECOGNITION

1.0 BACKGROUND

An applicant requesting an approval for a first-time CVR installation must submit, to Transport Canada (TC), data necessary to satisfy the criteria specified in Airworthiness Manual (AWM) section 551.101. A test recording made under the actual noise conditions of flight must therefore be submitted with first-time installations.

2.0 PURPOSE

The purpose of this Staff Instruction is to state the criteria associated with the recognition of a playback facility engaged in the initial evaluation of CVR recordings.

3.0 RECOGNITION OF CVR PLAYBACK FACILITIES

3.1 Evaluation Criteria

The recognition of a CVR playback facility shall be based upon the criteria contained in EUROCAE ED-56A document, which is the basis for FAA Technical Standard Order (TSO) C-123. The EUROCAE document defines the minimum specifications to be met for a CVR system for the purpose of investigating a reportable accident. It is applicable to non-deployable, crash protected CVRs, ancillary equipment and their installation in civil aircraft.

Following a determination made by the responsible TC Region that the proposed facility meets the requirements set forth in EUROCAE ED-56A document, the Region is to inform the Chief, Engineering accordingly.

3.2 Validation Criteria

During the initial period of two years following the approval of a facility, the test recordings and its evaluation submitted to the responsible Region by the facility in support of CVR installation approvals are to be evaluated by TC in order to validate the playback facility's findings. At the completion of this initial two-year period, TC will make a determination as to the continued recognition of the playback facility.

For newly recognized CVR playback facilities, for the two years following recognition, the Regions shall submit, to Aircraft Certification Branch, Avionics/Electrical ( AARDDA), a copy of the test recordings and its evaluation made by the facility.

4.0 RECOGNIZED PLAYBACK FACILITIES

For information purposes to the aviation industry, those organizations that have been recognized as playback facilities for the initial evaluation of CVR installations are listed in Airworthiness Notice D004. The notice will be revised periodically as new playback facilities are identified.
