Drum reconditioning – Requirements

Reusing a steel or plastic drum to transport dangerous goods

Steel and plastic drums with a capacity greater than or equal to 150 L must not be reused to transport liquid dangerous goods in Classes 3, 4, 5, 6.1, 8, or 9 unless they are reconditioned in accordance with the requirements specified in Part II (for steel drums) or Part III (for plastic drums) of CAN/CGSB-43.126 before reuse.

Identifying a reconditioned drum

A reconditioned drum will have a reconditioning mark displayed on it that meets the marking requirements set out in section 6.3 (for steel drums) or section 10.3 (for plastic drums) of CGSB-43.126. The marking must be durable, legible and in characters at least 12 mm high.

The following is an example: CAN/29-1 258 ABC /25/RL

Each section must be separated from the next by a slash:

  1. the country designation “CAN”
  2. the Transport Canada Registration number issued to the reconditioning facility which can begin with the prefix 29- or 36- (e.g. 29-1258, in this example). The name or symbol of the reconditioning facility may also be included (e.g. ABC, in this example)
  3. the last two digits of the year of reconditioning (e.g. 25, in this example)
  4. the letters “RL”, indicating that the drum has been reconditioned per the requirements of CAN/CGSB-43.126

Registration

Registering as a drum remanufacturing, repair and reconditioning facility

To register, the applicant must submit a completed application form. Once issued, the Certificate of Registration is valid for five years, after which the facility must apply for renewal.

Amending, renewing or cancelling a registration

To amend, renew or cancel a registration, the applicant must submit a completed application form.

Quality assurance system requirements

A drum remanufacturing, repair and reconditioning facility must have and maintain a quality assurance system which meets the minimum requirements outlined in CGSB-43.126.
