Overview

These procedures complement the Canadian Aviation Regulations (CARs) by detailing the formal process and requirements for certifying an aerodrome as an airport.

While much of the content in TP 7775 is outdated, content that is still relevant includes the Plan of Construction Operations (PCO) requirements, heliport consultation requirements and Airport Certificate application.

Notable Considerations

The Plan of Construction Operations required by TP 7775 should include detailed descriptions of construction activities, safety precautions, signage, etc., when operations (e.g., runways, taxiways) remain in use during construction.

  • Aerodrome Consultations: CAR 307 was created to improve and standardize meaningful consultation before major aerodrome construction by expanding who must consult, defining what qualifies as significant aerodrome work, and setting clear expectations for notification, timelines, and stakeholder engagement to address concerns, reduce delays, and enhance communication.

Additional Information

  • In 2025, TC released Notice of Proposed Amendment (NPA) 2025-001.
  • TC has developed the following plan for TP 7775:
    • In the short term, TP 7775 has been moved online.
    • In the medium term, TC plans to restructure the TP and move content from TP 7775 to other documents. The content applicable to operators seeking to certify an aerodrome as an airport or heliport would be moved into an Advisory Circular (AC) with the aim of providing accessible and practical guidance tailored to their operator objectives.
    • In the long term, there are still a few decisions to be made. These will be based on stakeholder feedback and additional consideration.
