Comments on Variance: The variance between planned spending and actual spending for 2013–14 can be attributed to the following factors: 1) The cyclical nature of infrastructure capital spending in the sector. There have been natural spending peaks and valleys over the 20-year history of the program due to the types of infrastructure coming up for renewal at certain times. 2) The lack of a signed order in council decree from the Government of Quebec caused there to be a dearth of projects from that region. 3) Uncertainty around program renewal caused hesitation, less uptake, and later uptake, resulting in a shortened construction season and less time for projects to be completed.
