Aircraft Certification Policy Letter (ACPL)

Subject: Installation of Domestic Appliances in Transport Category Aircraft

1.0 Introduction

Requests have been previously submitted by the Regions concerning the basis of approval applicable to the installation of domestic type coffee makers on Transport Category Aircraft.

2.0 Purpose

The purpose of this APL is to provide the Regions with general guidelines concerning the installation of such optional appliances.

3.0 Policy

Any change made to an aircraft must be consistent with the aircraft basis of approval.

4.0 Basis of Approval

4.1 AWM Chapter 525

The airworthiness requirements contained in the following paragraphs must be considered in approving such installations:

  1. 25.561 - Emergency Landing Conditions.
  2. 25.789 - Retention of Item of Mass in Passenger and Crew Compartments and Galleys.
4.2 Other Applicable Requirements
  1. FAA AC 25-10 - Guidance for Installations of Miscellaneous Non-Required Electrical Equipment.

    Note:
    The above requirements apply to electrical considerations and require that coffee makers or other domestic appliances be protected against electrical hazards.
  2. FAA AC 25.785-1 - Flight Attendant Seat Requirements.
    This relates to FAR 25.785 item (j) which is applicable to aircraft certificated to Amendment 25-51 or later. Any equipment installed within a longitudinal distance, equal to three rows of seats from a flight attendant seat, requires the installation of a dual latching mechanism. Thus, any non permanent equipment installed on an aircraft, which was approved to Amendment 25-51 or later requires the installation of dual restraint mechanisms. The installation of dual independent quick release mechanisms would be acceptable in this case.

5.0 Termination Date

The subject APL will be converted into an AMA within one year of its publication, at which time this APL will be rescinded.
