Subject: Interim Guidance – Use of FAA AC 21.101-1B in Lieu of Transport Canada AC 500-016 Issue No. 1
On March 11, 2016, the FAA issued AC 21.101-1B – Establishing the Certification Basis of Changed Aeronautical Products, which as of the date of this notice is the most current version of internationally harmonized guidance material on Changed Product Rule (CPR). This FAA AC was revised in collaboration with the CPR International team comprised of members from the FAA, TCCA, EASA, and ANAC to ensure a harmonized interpretation and application of CPR among the 4 leading States of Design (Brazil, Canada, EU and the USA).
TCCA is working on updating its equivalent CPR guidance material, AC 500-016 Issue No. 1, to reflect the most recent changes issued in the FAA AC 21.101-1B. However, until such time as TCCA has published its catch-up version to FAA AC 21.101-1B, the industry is advised to use the FAA’s latest CPR AC as interim guidance when complying with CAR 521.158.
To highlight a few of the improvements, FAA AC 21.101-1B introduces the following changes to the guidance material on “Changed Product Rule”:
- Revised structure and layout of the AC to provide improved clarity on the guidance material.
- Revised flowchart of Changed Product Rule Process on identifying the proposed certification basis.
- Addition of new figures to provide clarity on identifying related and unrelated changes.
- Expanded guidance material and the addition of more examples from the industry sorted by product category to provide more context in assisting applicants in establishing certification basis for changed products.
- Introduction of templates that may be used by the industry in their CPR assessment to be submitted to the certifying authority.
