Appendix A – Sample TCCA-PDA Transmittal Letter

This Part Design Approval (PDA) is issued in response to your application, dated (date of application).

In accordance with the procedures defined in SI 513-009, a Manufacturer Certificate of Approval that is issued in accordance with Chapter 561 of the Canadian Aviation Regulations (CAR) Standard, is required for the manufacture of replacement parts.  The holder of this certificate shall be the same as that of the PDA.

Part V Subpart 21 Division P of the CAR (as proposed by Notice of Proposed Amendment 2004-107) states that a PDA may not be transferred to another holder, except where that transfer is the result of a change in ownership or name of the organization that holds both the ODA and the corresponding Manufacturer Certificate of Approval.  Prior to transfer, the proposed new holder must demonstrate to the Minister that it can continue to comply with the responsibilities of a holder, as outlined in Chapter 521, Division P of the CAR.

A PDA holder is required to report any service problem experienced with their product.  Therefore, should you become aware of any defect, malfunction or failure resulting from use of this replacement part, it is your obligation as a PDA holder to submit a Service Difficulty Report to Transport Canada in accordance with Subpart 591 of the CAR.   In addition you shall monitor service difficulties that affect the Original Equipment Manufacturer’s part which your PDA part is intended to replace.  This is to ensure that any manufacturing or design challenges have not been inherited in your PDA part.
