1. Purpose
1.1 This instruction establishes guidelines for the introduction and implementation of a National On-the-Job Training (OJT) program for Civil Aviation Safety Inspectors - Maintenance and Manufacturing (CASI-MM).
2. Background
2.1 A review of Transport Canada Aviation training policy was directed by the Director General, Civil Aviation (DGCA). The review was a result of the Moshansky Commission of Inquiry, the re-organization of the Airworthiness Branch and the introduction of the Canadian Aviation Regulations (CARs).
2.2 The review led to the establishment of a Learning Oversight Committee and subsequent Functional Learning Committees (FLC) for each of the disciplines within Civil Aviation. The Maintenance and Manufacturing FLC is composed of members from each region, Learning Services (AARE) and is chaired by the Director, Maintenance and Manufacturing (AARP).
2.3 The Learning Oversight Committee has implemented model Training Profiles for Civil Aviation personnel consisting of the following four phases:
- Phase I: Core Training;
- Phase II: Enhanced Training;
- Phase III: Training
- Phase IV: Developmental Training.
2.4 The Core Training phase is the entry level and would be common to all CASI-MM. The objectives are:
- to provide basic regulatory knowledge and skills; and
- to allow the inspector to function with minimum and progressively reduced supervision.
To accomplish these objectives the Maintenance and Manufacturing FLC decided that the Core Training phase would comprise of two (2) parts. The first would be a formal indoctrination course (now referred to as the M&M Indoctrination Course or MMIC). The second part would be an OJT program in the inspector's home region, controlled by the Regional Manager - Maintenance and/or Manufacturing.
2.5 The OJT program is based on the concept of a "Structured OJT System" which can be defined as:
"The identification of training objectives and the planned process of developing task level expertise by having an experienced qualified employee train a new employee at or near the actual work setting."
To be effective the program objectives must be met within a specified time frame. The recommendation is that this period would commence upon appointment to a position and be completed 18 months from that date.
3. System Description
3.1 The purpose of the OJT program is to encourage the exercising of knowledge and skills acquired during the MMIC, in a controlled setting at the job site. One objective being to provide the inspector trainee with the opportunity to qualify for Ministerial Delegation of Authority (DoA) on completion of the Core Training phase (Please refer to MSI 24 which pertains specifically to the issuance of the Delegation of Authority). Therefore, the DoA schedule applicable to the inspector group is an important source of tasks for the OJT list (G5 for M&M Group Inspectors ). Other sources of tasks were the ARASS Task Manual, Staff Instructions and Policy Letters, existing regional OJT training lists as well as experience and industry developments.
3.2 A basic task statement contains two elements - an action verb and an object noun . The statement "inspect the aircraft" is a good example of a task statement. However, it indicates "what" to do, not "how" to do it. The basic steps necessary to accomplish almost all DoA G5 tasks are found in the ARASS Task Manual Section I.
- Tasks are composed of the following groups:
- DoA - G5 items that have an ARASS connection or association;
- DoA - G5 items without an ARASS connection or association;
- Tasks identified in the ARASS Manual that are without a DoA -G5 connection;
- Tasks that have neither a DoA - G5 nor an ARASS connection.
3.3 Appendix II (OJT Sign-off) is composed of a transcript of the DoA-G5 task (Group 1) list as it appears in the DoA document, utilizing the same numbering system, and a "Supplementary Task List" composed of all remaining tasks (Group 2, 3 and 4 ) that are numbered starting at 101.
3.4 The supplementary task list is an "open" task list and can be added to, or adjusted to suit region / section specialty needs.
4. Task Assignment
4.1 It is understood that not all tasks listed in the DoA document can be accomplished, or exercised during the Core Training phase. Therefore, the Regional Manager responsible will designate the tasks applicable for each inspector upon entry into the OJT program. (Applicability is indicated on the OJT Task Completion Record in Appendix II)
Information Note:
To qualify for the issue of the Ministers Delegation, completion of the designated / applicable tasks in the DoA document is mandatory (MSI 24 refers). This may be supplemented by the Regional Manager as required. The "credentials" issued to a qualified inspector verifying Ministerial authorization are directly related to those tasks identified in the Ministerial Delegation of Authority Schedule specified for the position. The supplementary tasks compiled in association with the DoA Schedule used in the OJT system are just that - "supplementary" to the Ministerial schedule. The supplementary tasks do not operate to extend, detract or change the authorized schedule.
4.2 When assigning / designating tasks some consideration should be made to classify the tasks in the following manner:
- Class 1 - Mandatory / Critical; must be done, no alternative (directly affecting flight safety).
- Class 2 - Section sensitive and / or desirable; may vary from section to section.
- N/A - If a task is not applicable, the supervisor needs only indicate an "N/A" in the Class column of the Task Completion Record (Appendix II).
5. Task Implementation Methods
5.1 The variability of task contents demands different methods by which command of the task functions can be acquired. Certain tasks lend themselves easily to "show and tell" without affecting any real life scenarios. Others can only be practiced under supervision in a real life situation. It is suggested that one of three (3) methods be applied to the tasks, the supervisor making the choice.
- Type A - Observe
- Type B - Assist
- Type C - Independent / Project
5.2 Observe: No direct involvement. The CASI-MM becomes familiar with the reference material consistent with the position. A general familiarization with active processes such as audits, document issues, inspections and handling communications in the general office process.
5.3 Assist: A measured progressive involvement in tasks; "watch and do" under supervision. Assist senior inspectors during audits, research files for data to support applications, handle some public inquiries.
5.4 Independent / Project: Without direct supervision, process applications to a recommend level. A fair measure of self cognizance. An independent project aside from the daily work schedule, which requires research and reference work.
5.5 Task Repetitions: Current regional OJT check-lists require some tasks to be repeated a set number of times to provide sufficient exposure to ingrain the prime elements of the task. This is a regional choice and should be left to the Regional Managers / Supervisor to set the repetition rate.
5.6 Documentation: To control the system and provide a history of the training for each inspector, a documentation system is proposed. The system award the DoA and make progressive amendments to the DoA as the inspector advances or is moved.
6. Qualification
6.1 Qualification at an earlier date to any element of the system by an inspector can be authorized by the Regional Manager, upon his satisfaction that the task has been mastered, and that the inspector's authorization documents are amended to include this element. Re-qualification for any task that has been affected by an amendment is not required, unless otherwise stated by the Regional Manager.

6. Supervisor opens the OJT Identification and History form and from regional files, completes appropriate sections - making a suitable entry in comments section respecting the action. 7. 7. General
7.1 It is intended that the OJT Documentation (Appendices I and II) in addition to any other records of training become the property of the inspector. The training file should be portable and sufficiently durable to protect it from damage and be easily accessed by the CASI-MM and supervisor. The CASI-MM's copy will be in addition to a copy on his training file. Both copies must be up-dated at the same time.
7.2 A convenient time for all copies of the training records to be updated / reconciled would be during the annual personnel appraisal period. This provides the supervisor with an excellent opportunity to discuss progress and any additional tasks considered necessary.
7.3 The recording of task completion is the responsibility of the person designated by the Regional Manager. Completion is indicated on the OJT Task Completion Record (Appendix II) in the columns titled "Complete", "Witness" and "Supervisor Comments and Signature". The status of the work is then assessed as satisfactory / unsatisfactory. If found unsatisfactory, additional training time can be authorized by the Regional Manager.
7.4 If the designated tasks are completed and the work is considered satisfactory, the OJT designee / supervisor completes section 3 of the OJT Identification and History Form (Appendix I) and submits it to the Regional Manager for his signature and authorization for the issue of Delegation Authority Documents.
7.5 The system is designed to be controlled by the Regional Manager. It is their function to set the scope of the delegation relative to the position, and assign additional supplementary tasks as they require. The process of verifying qualification and issuing authorization also resides with the Regional Manager. Removal or reduction of delegation authority under extreme circumstances, for cause, is also his responsibility.
7.6 It is proposed that the system be reviewed for currency and applicability on an annual basis by the responsible FLC. Changes agreed to at this meeting, including the impact assessment of any amendments or additions to the CARs and the Aeronautics Act would be forwarded to the Regional Managers for action. The Master copy of the OJT Master Task List held by AARP / AARE would also be updated.

8.1 This instruction comes into effect immediately.
