Helijet Internationa1 Inc., is hereby authorized pursuant to Section 602.40(2) and Section 703.36 of the Canadian Aviation Regulations

Helijet Internationa1 Inc., is hereby authorized pursuant to Section 602.40(2) and Section 703.36 of the Canadian Aviation Regulations, to conduct landings and take-offs at Boulevard Park, North Vancouver, BC, for the purpose of Air Ambulance Service(s).

This authorization is valid only during operations for the purpose of saving Human life and shall be limited to those periods the Lions Gate Bridge is unusable due to construction work AND the Iron Workers Memorial Bridge is unavailable due to circumstances beyond the control of the British Columbia Ambulance Service.
This authorization is subject to the following conditions:

  1. Operations wil1 be conducted within the specified hours, under VFR conditions, using an AS 355F1 or SK76 type helicopter.
  2. The site of the operation shall be as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region, being the soccer filed at Boulevard Park, North Vancouver, BC.
  3. The local Police authority and the Municipality concerned shall be informed of and acknowledge the operation.
  4. Helijet International Inc., shall be responsible for ensuring that:
    1. the aircraft shall, at all times, be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground;
    2. the aircraft shall be flown in compliance within the "Height-Velocity Diagram contained with the approved Aircraft Flight Manual;
    3. all personnel involved are briefed on the operation, safety precautions and emergency procedures before flight operations commence;
    4. the operation shall be coordinated with the appropriate Air Traffic Contro1 authority;
    5. the landing zone is secured and access denied to all pedestrians and vehicular traffic;
    6. the following restrictions apply:
      1. during night hours, the approach and departure route shall be limited to the route identified as the primary approach and departure path on the map submitted as under (b) above; and
      2. prior to any night operations the pilot has inspected the site, approach and departure paths under daylight conditions.
  5. This authority is subject to the observance by the air operator of the conditions of the authority. Any part of this authority may be suspended or canceled at any time by the Minister where he is of the opinion that it is no longer in the public interest or it is likely to affect aviation safety or for cause, including failure on the part of the air operator, his servants or agents to comply with the provisions of the Aeronautics Act, the Canadian Aviation Regulations or any of the said conditions.
  6. A copy of this authority shall be carried on board the aircraft while operating in Canada.
  7. This authority supersedes the authority dated May 15th, 2000.
