QC-007-2025- re-issuance of QC-007-2020

This exemption enables MHI RJ Aviation ULC. to maintain, in accordance with section 561.03 of the CARs, a Manufacturer Certificate when the company does not meet all the elements required to sign a statement of conformity as required by CARs paragraph 561.10(1)(d), all the elements of a production control system required by CARs subsection 561.08(1) nor a final assembly facility, as required by CARs subsections 561.03(8) and by Standards for Approved Manufacturers subsections 561.08(a), 561.08(b) in part, and 561.08(e).

This exemption, subject to the conditions set herein, also allows MHI RJ Aviation ULC, or persons acting under the control of MHI RJ Aviation ULC, to sign a statement of conformity in respect of an aeronautical product where the aeronautical product has not been manufactured as required by CARs paragraph 561.10 (1)(d).

This exemption extends the regulatory relief previously granted under QC-007-2020.

NCR-041-2025 - Reissuance of NCR-025-2023

This purpose of this exemption is to allow Canadian air operators operating under Subpart 5 of Part VII of the CARs to operate without having all the medication in the Emergency medical kit (EMK) that is required by section 725.91 the CASS.

Additionally, this exemption is to prevent further stress on the supply chain; conserve existing supplies; and provide the applicable air operators with alternative interim mechanisms.

NCR-012-2025

The purpose of this exemption is to allow persons to conduct a special aviation event, and suitably qualified pilots-in-command to perform flyovers, at funerals, holiday ceremonies, celebrations, weddings, and sporting events without having a Special Flight Operations Certificate-Special Aviation Event (SFOC).

Unlike aerial demonstrations at air shows, the purpose of a flyover is not to demonstrate a pilot’s flying skills or aircraft capabilities, but rather to pay an aerial tribute to an activity occurring on the ground.

NCR-040-2025 - Re-issuance of NCR-105-2020

The purpose of this exemption is to allow holders of a flight crew permit, licence or rating, other than holders of a flight engineer licence, operating pursuant to Subpart 4 of Part VI of the CARs or pursuant to Subparts 3, 4 and 5 of Part VII of the CARs, to operate an aircraft wholly or partially at night, where a passenger other than a flight test examiner designated by the Minister is carried on board the flight, without having to complete five night take-offs and five night landings within the six months preceding the flight as required by clause 401.05 (2)(b)(i)(B) of the CARs.

This is a reissuance of exemption NCR-105-2020, which is valid until October 31, 2025.

NCR-039-2025

The purpose of this exemption is to increase the validity period of synthetic flight training equipment certificates issued pursuant to subsection 606.03(2) of the CARs as follows:

  • A certificate issued pursuant to subsection 606.03 (2) remains in force where the synthetic flight training equipment in respect of which the certificate has been issued is re-evaluated:
    • in the case of a flight simulator, at least every 12 months; or
    • in the case of a flight training device, at least every 24 months.
  • In the case of a flight simulator, the certificate shall remain in force until the first day of the thirteenth (13) month,
  • In the case of a flight training device, the certificate shall remain in force until the first day of the twenty-fifth (25) month.

Transport Canada will undertake additional oversight activities as necessary, within the re-evaluation intervals specified above, in accordance with its oversight responsibilities.

NCR-028-2023

The purpose of this exemption is to enable a regulatory sandbox in which Transport Canada will develop and test a regulatory innovation to better support the ‘approved data’ needs of Canadian aircraft modification service providers, aircraft owners and aircraft operators. The regulatory sandbox will create an environment in which Transport Canada can safely experiment with a proposed new method for aircraft certification delegates to approve engineering technical data in support of certain eligible major modifications without the need for a supplemental type certificate (STC). The regulatory sandbox will help to generate evidence or information about how this innovative process could interact with and impact people, existing markets, and regulation in the real world.

The purpose of this exemption is to allow TC and National Simulation Evaluation Program (NSEP) to do a recurrent recertification for any EASA initial sim certification for simulators certified in Europe by EASA member states and to allow TC to extend the recertification times out to 36 months (to match the FAA and EASA system) to reduce the regulatory burden on both operators and Transport Canada.

The purpose of this exemption is to allow AMO certificate holders with rating(s) in the Avionics, Instrument and Component categories to evaluate and certify undocumented parts without having to comply with the requirements of subsection 573.02(11) of Standard 573. As such, they will not be required to have a process to evaluate undocumented aircraft parts, as outlined in Appendix H of Standard 571, approved in their Maintenance Policy Manual.
