NCR-034-2024 - Reissuance of NCR-018-2019

The purpose of this exemption is to allow flight crew members conducting operations under private operators operating pursuant to Subpart 4 of Part VI of the CARs, and flight crew members conducting operations under Canadian air operators operating pursuant to Subparts 2, 3, 4 and 5 of Part VII of the CARs, to permit persons from entering or leaving an aircraft in flight and to conduct a landing or take-off at night while using Night Vision Imaging Systems (NVIS).

The purpose of this exemption is also to allow persons to leave or enter an aircraft in flight that is operated by the said flight crew members when NVIS operations are used. 

This exemption is a reissuance NCR-008-2019, which expired November 30, 2024.

ON-006-2024 - Cancels ON-013-2022

The purpose of this exemption is to allow the GTAA, while operating the Toronto/Lester B. Pearson International Airport (Toronto/LBPIA) in accordance with its Airport Operating Certificate – AOC # 5151-1-157, to permit aircraft to taxi on taxiways Tango and Foxtrot during the approaches on Runway 33L and hold short not less than 90m from the extended runway centreline, and establish and utilize aircraft holding locations during approaches on Runway 33L and Runway 33R at the following locations on:

• Runway 24R at a location not less than 90m from the extended runway centreline of Runway 33R; and
• Taxiway Foxtrot 3 at a location not less than 90m from the extended runway centreline of Runway 33L.

This exemption is a re-issuance of exemption ON-013-2022, which will be cancelled once this exemption is in effect.

OTT-006-2024 - Cancels OTT-012-2023

The purpose of this exemption is to permit Air Canada and its flight crew members to operate B777 and B787 aircraft on direct flights to and from India, Bangkok, Singapore and Dubai that exceed the maximum flight times and flight duty periods prescribed in the applicable regulations.

More specifically, this exemption will allow Air Canada to plan and operate flights of up to 18 hours flight time and 20 hours flight duty period (FDP), with the ability to extend the flight time and FDP by up to 2 hours, due to unforeseen operational circumstances (UOC).

This exemption is a re-issuance of exemption OTT-012-2023, which will be cancelled once this exemption is in effect.

NCR-016-2024 - cancels NCR-032-2019

This exemption authorizes Canadian certified heliport operators to allow heliport operations to continue when using helicopters larger than the heliport was originally certified for, when the Final Approach and Take-off Area (FATO) is less than 1.5 times the D-value of the longest helicopter for which the heliport is currently certified.

The purpose of this exemption is to permit persons conducting a take-off or permitting a take-off to be conducted in an aircraft that is in the legal custody and control of the person, to conduct medical evacuation flights (MEDEVAC) in a multi-engine helicopter, without meeting the requirements set out in airworthiness directive CF-2024-15 - Navigation – Rotorcraft – Limitations of Operations with Non-Tolerant Radio Altimeter when Operating in Canada due to 5G C-Band Wireless Broadband Interference.

NCR-011-2024 - Re-issuance of NCR-023-2023

The purpose of this exemption is to adopt temporary measures in the public interest to enable all holders of valid Canadian Aviation Document Booklets to continue operations following the change by Transport Canada to its booklet supplier.

More specifically, this exemption allows all holders of Canadian Aviation Document Booklets that were still valid on April 1, 2023 to continue exercising the privileges stated in their booklet until March 31, 2025 or beyond if the expiry date affixed in the booklet is later.

This exemption reinstates the regulatory relief previously granted under similar exemption NCR-023-2023.
