NCR-052-2021 The purpose of this exemption is to continue temporary measures in the public interest to reduce the regulatory demand on Government and the Air Navigation Service Provider resources in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization on March 11, 2020.More specifically, the purpose of this exemption is to allow holders of a provisional licence and ratings issued in accordance with subsection 402.06(1) of the CARs with a validity date from February 1, 2021 up to and including September 30, 2022 to continue exercising the privileges of an air traffic control licence until December 31, 2022 at 23:59 (EST). This exemption extends the regulatory relief previously granted under exemption NCR-007-2021. |

NCR-059-2021 The purpose of this exemption is to adopt temporary measures in the public interest to enable all holders of valid Canadian Aviation Document Booklets to continue operations following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by World Health Organization (WHO) on March 11, 2020. More specifically, this exemption allows all holders of Canadian Aviation Document Booklets that were still valid on March 12, 2020 to continue exercising the privileges stated in their booklet until June 30, 2022; or beyond if the expiry date affixed in the booklet is later, as the limiting of on-site personnel to critical services will impair the processing and issuance of licences and Aviation Document Booklets prior to their expiration.This exemption extends the regulatory relief previously granted under exemption NCR-010-2021. |

NCR-070-2021 – Cancels NCR-132-2020 The purpose of this exemption is to allows Canadian air operators and foreign air operators operating using a Canadian Foreign Air Operator Certificate (CFAOC), when operating international medical evacuation flights to board persons without having to meet the requirements in the Interim Order Respecting Certain Requirements for Civil Aviation Due to COVID-19, when operating international medical evacuation flights (MEDEVAC) as defined in the Canadian Aviation Regulations (CARs) to support the repatriation of persons to Canada entering a hospital setting and asymptomatic persons that are not entering a hospital setting.This exemption also allows any person to board an international medical evacuation flight without meeting the requirements set out in the Interim Order, including but not limited to the provision of confirmation and answering health check questions required before boarding. |

NCR-054-2021 The purpose of this exemption is to permit P&WC to obtain an approval for a major change to the type design that results in a re-issuance of the type certificate data sheet (TCDS) for the P&WC engine models PW127XT-M, PW127XT-N and PW127XT-L (marketing designation “PW127XT”), where the amended type design to be approved contains design features that do not comply with the applicable standards of airworthiness for the High Pressure Turbine (HPT) shaft. The proposed major change would exclude the entire HP rotor shaft system from consideration in determining the highest overspeed that would result from a complete loss of load on a turbine rotor. The proposed major change would include a HP rotor shaft system whose demonstrated design does not permit a complete showing of compliance to H3paragraph 533.27(f)(6).In particular, this exemption is intended to provide relief from the provisions specified under this exemption to allow P&WC to field a HP rotor shaft system with safety-related improvements as compared to the presently approved design. |

NCR-057-2021 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. As the COVID-19 situation continues to evolve and Provincial and Municipal governments maintain social distancing measures that have led to limited access to flight schools across Canada, the purpose of this exemption is to allow applicants who have applied for a permit, licence or rating after March 11th, 2020 and who have successfully-completed the skill requirement, to extend the skill requirements by 10 months. This exemption replaces NCR-013-2021 and extends exemption from the named provisions until June 30, 2022. |

NCR-053-2021 Following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization on March 11, 2020, the purpose of this exemption is to adopt temporary measures, in the public interest, to allow AMEs who hold an AME licence, with an expiry date between March 1, 2020 and July 31, 2022, to continue exercising the privileges of their licences after the expiration date; thus, reducing the administrative burden associated with the renewal of their licence. NCR-058-2021 During recent internal and external consultation with industry stakeholders, it was deemed that the issues of flight crew members training with head and/or face worn devices was still a concern leading to this exemption being renewed. This exemption is to authorize Canadian operators to defer the requirement for flight crew members to perform hands-on practical drills using head or face covering emergency equipment such as quick donning oxygen masks during annual training only. This exemption does not permit the operator to reduce the content in its approved flight crew member annual training program. The performance of the required hands-on practical drills shall either be completed within the validity period of the annual training or deferred for successful completion at a later date by each flight crew member. This exemption provides temporary measures in the public interest in response to travel restrictions and other impediments that air operators are encountering in the training of flight crew members following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. This exemption extends the regulatory relief previously granted under exemption NCR-028-2021. |

NCR-051-2021 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. Consequently, many Flight Training Units (FTU) have been ordered to close pursuant to Provincial and Municipal Prohibition Orders. This exemption will allow students enrolled in Commercial Pilot Integrated Courses to delay completion of their courses beyond the regulatory time limits for a period ending October 31st, 2026. Many enrolled students will not be able to return to the FTUs for many months to complete their Commercial Pilot Integrated training. This five-year exemption will also allow time to process an amendment of standard 426.75 to remove the time-limit restrictions which have been a recurring irritant since promulgation in 2006. This exemption extends the regulatory relief previously granted under exemption NCR-070-2020. |

NCR-011-2021 - Re-issuance of NCR-031-2020 The purpose of this exemption is to allow all Canadian airport operators to defer the requirement to conduct a full-scale emergency planning exercise as required by section 302.208 of the CARs by a maximum of 33 months. As the COVID-19 pandemic persist, and as governmental measures to limit the spread of COVID-19 are extended through time, this exemption would allow Canadian airport operators who are required to conduct exercises, at various intervals, and need a large numbers of participants to congregate, to complete their required exercise at a more appropriate time. NCR-017-2021 - Re-issuance of NCR-090-2020 The purpose of this exemption is to allow all Canadian airport operators to extend the period in which recurrent live-fire drill training is to be provided to all fire-fighting personnel from every 12 months to a maximum of 45 months. As the COVID-19 pandemic persists and as measures to limit the spread of COVID-19 remain in effect, this exemption would allow Canadian airport operators whose fire-fighting personnel are required to travel outside of their jurisdiction to the United States of America or other Canadian provinces to complete their required recurrent live-fire training in order to maintain their level of proficiency to defer the requirement by a maximum of 33 months. |

NCR-047-2021 The purpose of this exemption is to provide the holders of a Canadian pilot permit or licence that have not acted as pilot-in-command or co-pilot of an aircraft within the five (5) years preceding a flight with another means to meet the recency requirements set out in paragraph 404.05(1)(a) of the CARs. This exemption provides the holders the option to complete a pilot training program, approved in accordance with the relevant Subpart of Part VII of the CARs, in a Level C or D full-flight simulator approved pursuant to section 606.03 of the CARs.
