NCR-031-2021 - Re-issuance of NCR-127-2020 . COVID-19 The purpose of this exemption is to authorize Canadian operators to defer the requirement for flight attendants and cabin crew members to perform hands-on, practical fire fighting drills to extinguish an actual fire during annual or requalification training only. This exemption also permits Canadian operators to use an alternative means to conduct the verification of skills for emergency equipment that must be placed on or over the head during annual or requalification training. This exemption does not permit the operator to reduce the content in its approved flight attendant or cabin crew member annual training program. The performance of the required hands-on, practical fire fighting drills to extinguish an actual fire shall either be completed within the validity period of the annual training or deferred for successful completion at a later date by each flight attendant and cabin crew member. |

NCR-028-2021 - Re-issuance of NCR-116-2020 During recent internal and external consultation with industry stakeholders, it was deemed that the issues of flight crew members training with head and or face worn devices was still a concern leading to this exemption being renewed. This exemption is to authorize Canadian operators to defer the requirement for flight crew members to perform hands-on practical drills using head or face covering emergency equipment such as quick donning oxygen masks during annual training only. This exemption does not permit the operator to reduce the content in its approved flight crew member annual training program. The performance of the required hands-on practical drills shall either be completed within the validity period of the annual training or deferred for successful completion at a later date by each flight crew member. This exemption provides temporary measures in the public interest in response to travel restrictions and other impediments that air operators are encountering in the training of flight crew members following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. NCR-026-2021 - Re-issuance of NCR-055-2016 The purpose of this exemption is to allow NAV CANADA, a holder of an ATS (Air Traffic Services) Operations Certificate, and all its air traffic controllers, to issue clearances and instructions under specific conditions, in accordance with the International Civil Aviation Organization (ICAO) Procedures for Air Navigation Services - Air Traffic Management (PANS-ATM), (Document 4444) in addition to those contained in Standard 821 Canadian Domestic Air Traffic Control Separation Standards. More specifically, under the authority of this exemption NAV CANADA will be able to introduce newly developed ICAO separation standards and related Procedures and not be required to submit a separate exemption request for each one they intend to implement. NCR-037-2021 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. Consequently, most Civil Aviation Medical Examiners have temporarily closed their offices thus rendering the ability to undergo Civil Aviation medical examinations unavailable. More specifically, this exemption is to allow candidates who hold a valid Category 4 medical certificate or whose Category 1 medical certificates issued or renewed by the Minister of Transport no longer meets the validity period for a Commercial licence yet is still valid for a Private licence to attempt a flight test for the Private Pilot Licence, Commercial Pilot Licence, Airline Transport Pilot Licence or Flight Instructor Rating until February 28, 2022, as a temporary measure. |

NCR-030-2021 The purpose of this exemption is to facilitate a timely restart of the Canadian air operators large scale operations in the environment created by the COVID-19 pandemic. Specifically, this exemption will allow Canadian air operators operating under Subpart 5 of Part VII of the CARs to modify the manner in which qualifications are regained, verify that flight attendants affected by the COVID-19 pandemic have maintained their competencies, and that each flight attendant has acquired any new competencies necessary to perform their duties. |

NCR-022-2021 - Re-issuance of NCR-129-2020 The purpose of this exemption is to enable stakeholders to continue operations in the environment created by the COVID-19 pandemic. This exemption is extending the temporary measures in the public interest into 2022 to reduce the potential of person to person transmission in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization on March 11, 2020. More specifically, the purpose of this exemption is to allow, until January 31, 2022, examiners conducting flight tests for commercial pilot licence candidates to accept the following candidates for Commercial Pilot Licences – Aeroplane or Helicopter that do not meet the pre-requisites for the written examination due to circumstances related to COVID-19: (1) Examination candidates who are unable to write the Transport Canada licensing examinations prior to attempting their flight test; or, (2) Candidates whose 24-month written exam validity will expire without having completed all of the training and checking required for application for a Commercial Pilot Licence. |

As the COVID-19 situation continues to evolve and the closing of all non-essential businesses and social distancing measures to contain the spread of coronavirus continue to disrupt the aviation industry, this exemption will allow all licensing applicants who have applied for a permit, licence or rating after March 11th, 2020 and who have successfully-completed the knowledge requirement, to extend the knowledge requirements by 10 months. |

NCR-018-2021 - Re-issuance of NCR-125-2020 The purpose of this exemption is to allow candidates for the Pilot Permit – Gyroplane, Pilot Permit – Recreational - Aeroplane and the Private Pilot Licence to attempt the written examinations with at least 5 hours of total flight experience, as well as to allow all other candidates to attempt the written examinations with only 25% of the total flight experience for the issuance of a permit, licence or rating until January 31, 2022, as a temporary measure. As the COVID-19 pandemic persists and as measures to limit the spread of COVID-19 remain in effect, this exemption serves as a temporary measure in efforts to reduce the potential of person-to-person transmission of the virus. |
