NCR-012-2021 The purpose of this exemption is to permit graduates of CPL(A), CPL(A)/IR or ATP(A) integrated courses, conducted in accordance with section 426.75 of the Personnel Licensing and Training Standards, to apply for the commercial pilot licence - aeroplane when the 12 month time limit after the successful completion of the flight test required by subsection 421.30(5) of Standard 421 has passed. These courses are approved with prescriptive time limits of 9 to 36 months and graduates are prevented from applying for the licence until they have received a course completion certificate which confirms that they have attended the course and have completed it. Within the structure of these courses, the most logical and appropriate time to conduct the commercial pilot licence flight test is not necessarily within the 12-month period prior to making an application for the commercial pilot license - aeroplane.

CAME-001-2021 Cancels (NCR-061-2020) COVID-19 The purpose of this exemption is to adopt measures in the public interest that enable alternatives to regulatory requirements that permit social distancing, following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization on March 11, 2020 and reduce the unnecessary exposure of healthy medical certificate holders to potentially hazardous healthcare settings. More specifically, the purpose of this exemption is to permit CAMEs to renew existing MCs via telemedicine consultation when the Civil Aviation Medical Examiner deems it sufficient. This exemption extends, for 11 additional months, the regulatory relief previously granted under exemption NCR-061-2020, issued on May 21, 2020.

More specifically, the purpose of this exemption is to allow holders of a provisional licence and ratings issued in accordance with subsection 402.06(1) of the CARs with a validity date from February 1, 2021 up to and including September 30, 2021 to continue exercising the privileges of an air traffic control licence until December 31, 2021, at 23:59 (EST).

NCR-136-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11, 2020. As the COVID-19 situation continues to evolve and the closing of all non-essential businesses and social distancing measures to contain the spread of coronavirus continue to disrupt the aviation industry, this exemption will allow all licensing applicants who received successful results after completing the Transport Canada written licensing examinations between August 01, 2018 and June 1st, 2019 to benefit from an extension of the validity of the written examination results until June 1st, 2021, due to the temporary closure of many flight training units. As such, the present exemption grants a four month extension to the previously granted extension under consecutive exemptions NCR-057-2020 and NCR-093-2020 to allow the licencing applicants whose written examinations results will expire while flight training units and Transport Canada facilities are closed to be able to submit an application for a permit, licence or rating without having to re-write the Transport Canada licensing examinations.

More specifically, the purpose of this exemption is to allow, until June 01, 2021, examiners conducting flight tests for commercial pilot licence candidates to accept the following candidates for Commercial Pilot Licences – Aeroplane or Helicopter that do not meet the pre-requisites for the written examination due to circumstances related to COVID-19: (1) Examination candidates who are unable to write the Transport Canada licensing examinations prior to attempting their flight test; or, (2) Candidates whose 24-month written exam validity will expire without having completed all of the training and checking required for application for a Commercial Pilot Licence.

This exemption also permits Canadian operators to use an alternative means to conduct the verification of skills for emergency equipment that must be placed on or over the head during annual training. This exemption does not permit the operator to reduce the content in its approved flight attendant or cabin crew member annual training program. QC-007-2020 This exemption enables MHI RJ Aviation ULC. to apply, in accordance with section 561.03 of the CARs, for the issuance of a Manufacturer Certificate when the company does not have all the elements of a production control system required by CARs subsection 561.08(1) nor a final assembly facility located in Canada, as required by CARs subsections 561.03(8) and by Standards for Approved Manufacturers subsections 561.08(a), 561.08(b) in part, and 561.08(e). This exemption, subject to the conditions set herein, also allows MHI RJ Aviation ULC, or persons acting under the control of MHI RJ Aviation ULC, to sign a statement of conformity in respect of an aeronautical product where the aeronautical product has not been manufactured as required by CARs paragraph 561.10 (1)(d).
