NCR-126-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the regulatory demand on Government and the Air Navigation Service Provider resources in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization on March 11th, 2020. Compliance with the timely initiation of the flight check, required to complete the aforementioned approval process, may not be possible in the current situation due to measures such as mandatory 14-day quarantines for interprovincial travelers imposed by provincial governments to curb the spread of the novel coronavirus. The purpose of this exemption is to permit NAV CANADA to submit for publication and distribution their instrument flight procedures when all other review and ground validation activities are completed except for the flight check.

NCR-124-2020 This exemption will extend the validity period of the Pilot-in-command-Under-Supervision (PICUS) experience that was recorded between March 12, 2019 and the expiry of this exemption, while a Notice of Proposed Amendment (NPA) is drafted and presented for processing to permanently amend the provision to eliminate the 12 month restriction imposed by 421.11(5)(b). This exemption will allow temporary measures in the public interest to reduce the regulatory demand on applicants for an Airline Transport Pilot Licence by retaining the validity of PICUS experience on record. It will also ease the unnecessary risk of exposing healthy applicants to potentially hazardous settings in Canada, following the declaration of a pandemic outbreak of COVID-19 by the World Health Organization on March 11, 2020.

NCR-116-2020 The purpose of this exemption is to authorize Canadian operators to defer the requirement for flight crew members to perform hands-on, aircraft servicing training and practical drills during annual training only. This exemption does not permit the operator to reduce the content in its approved flight crew member annual training program. The performance of the required hands-on, aircraft servicing training and practical drills shall either be completed within the validity period of the annual training or deferred for successful completion at a later date by each flight crew member. NCR-117-2020 As the COVID-19 situation continues to evolve, some of the offices of the delegated Civil Aviation Medical Examiners (CAME) are closed until the lifting of health prohibitions, rendering medical examinations unavailable for an approximate potential of 1,500 student pilot permit applicants requiring initial medical certificates or the renewal of medical certificates. Due to the exceptional situation that COVID-19 has generated, this exemption will allow all applicants for a Student Pilot Permit - Gyroplane, Balloon and Helicopter category to possess a Category 4 Medical Certificate, as is already allowed for the Student Pilot Permit – Aeroplane category, in order to continue training, including solo training practice. The purpose of this exemption is to allow Student Pilot Permit - Gyroplane, Balloon and Helicopter category applicants to also possess a Civil Aviation Medical Declaration (Form 26-0297) with Part B completed by the applicant and Part C completed by a physician licensed to practice in Canada or a Category 4 Medical Certificate, for a period of sixty (60) months ending November 30, 2025, as a temporary measure. Furthermore, a Notice of Proposed Amendment (NPA) will be drafted and presented for processing to permanently amend the provision to allow Student Pilot Permit - Gyroplane, Balloon and Helicopter category applicants to also possess a Civil Aviation Medical Declaration (Form 26-0297) with Part B completed by the applicant and Part C completed by a physician licensed to practice in Canada or a Category 4 Medical Certificate.

NCR-100-2020 The purpose of this exemption is to allow Canadian air operators, operating under Subpart 5 of Part VII of the CARs, to notify the Minister in writing within 5 days after making a change to the flight attendant ratio that it has selected for the purposes of subsection 705.201(2) of the CARs rather than at least 60 days in advance as is required by paragraph 705.202(1)(a) of the CARs. This exemption also permits the Canadian air operator to change its flight attendant ratio for a model of aeroplane without first having carried out a successful demonstration of its emergency evacuation procedures for that model where such a demonstration would be required by subsections 705.204(3) or (4) of the CARs.
