NCR-067-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11, 2020. More specifically, the purpose of this exemption is to allow the following commercial pilot licence candidates to be accepted for their flight test for the issuance of Commercial Pilot Licences - Aeroplane or Helicopter until December 31, 2020 as a temporary measure: 1) Candidates who are unable to write the Transport Canada licensing examinations prior to attempting their flight test; or 2) Candidates whose 24-month written exam validity will expire without having completed all of the training and checking required for application for a commercial pilot licence.

NCR-066-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. More specifically, the purpose of this exemption is to allow, until December 31, 2020, examiners conducting flight tests for commercial pilot licence candidates to accept the following candidates for Commercial Pilot Licences - Aeroplane or Helicopter that do not meet the pre-requisites for the written examination due to circumstances related to COVID-19: 1) Examination candidates who are unable to write the Transport Canada licensing examinations prior to attempting their flight test; or, 2) Candidates whose 24-month written exam validity will expire without having completed all of the training and checking required for application for a Commercial Pilot Licence.

NCR-063-2020 The purpose of this exemption is to authorize pilots-in-command to land and take-off in aircraft for the purposes of NVIS aircraft certification flight tests and pilot proficiency flights to prepare flight crews for the above tests conducted by NAC Engineering Test Pilots and Transport Canada DAR Flight Test Pilots, in areas that do not meet the night lighting requirements for an aerodrome as specified in Part III of the CARs.

NCR-069-2020 As the COVID-19 situation continues to evolve and the closing of all flight schools and social distancing has been ordered by Provincial and Municipal governments, the offices of the delegated Civil Aviation Medical Examiners (CAME) are closed until the lifting of the health prohibitions, rendering medical examinations unavailable for an approximate potential of 1,500 student pilot permit applicants requiring initial medical certificates or the renewal of medical certificates in order to continue training, including solo training practice. The purpose of this exemption is to allow Student Pilot Permit - Gyroplane, Balloon and Helicopter category applicants to also possess a Civil Aviation Medical Declaration (Form 26-0297) with Part B completed by the applicant and Part C completed by a physician licensed to practice in Canada or a Category 4 Medical Certificate, as is already allowed for applicants for a Student Pilot Permit – Aeroplane category for a period of six (6) months ending November 30, 2020, as a temporary measure.

NCR-074-2020 (Cancels NCR-022-2020) The purpose of this exemption is to authorize Canadian operators to defer the requirement for flight attendants and cabin crew members to perform hands-on, practical drills during annual training only. This exemption does not permit the operator to reduce the content in its approved flight attendant or cabin crew member annual training program. The performance of the required hands-on, practical drills shall either be completed within the validity period of the annual training or deferred for successful completion at a later date by each flight attendant and cabin crew member. This exemption provides temporary measures in the public interest in response to travel restrictions and other impediments that air operators are encountering in the training of flight attendants following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020.

NCR-075-2020 The purpose of this exemption is to allow all Canadian airport operators to extend the period in which recurrent first aid training is to be provided to all fire-fighting personnel beyond the frequency stated in Standard 323, which is at least once every three years, in consideration of extensions to validity granted by the training and attestation provider. The training related to first aid is structured to be delivered in a traditional classroom context and this is not possible in consideration of the current COVID-19 situation and its impact on classroom gatherings. The training providers have the flexibility to deliver some parts of the training in a virtual context, however some elements still need to be delivered in a classroom environment to properly assess the level of skill. In recognition of this, the training agencies have issued extensions to the validity of training given beyond the typical three year cycle. As the COVID-19 situation continues to evolve, this exemption will allow the validity extensions granted by the respective first aid training and attestation provider.

NCR-072-2020 This exemption will extend the validity period of the Pilot-in-command-Under-Supervision (PICUS) experience that was on record and still valid on March 12, 2020, for a period of 6 months, extending validity from 12 months to 18 months, as a temporary measure. This exemption will allow temporary measures in the public interest to reduce the regulatory demand on applicants for an Airline Transport Pilot Licence by retaining the validity of PICUS experience on record and valid on March 12, 2020 for an extended period. It will also ease the unnecessary risk of exposing healthy applicants to potentially hazardous settings in Canada, following the declaration of a pandemic outbreak of COVID-19 by the World Health Organization on March 11, 2020.

More specifically, this exemption will allow holders of medical certificates Category 1, 2, or 3 with a validity period ending between March 17, 2020 and March 31, 2021 to renew their certificate by attestation of fitness or via telemedicine consultation, subject to the conditions set out below.

NCR-070-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. Consequently, most Flight Training Units (FTU) have been ordered to close pursuant to Provincial and Municipal Prohibition Orders. This exemption will allow students enrolled in Commercial Pilot Integrated Courses to delay completion of their courses beyond the regulatory time limits for a period of at least eighteen (18) months ending October 31st, 2021. Many enrolled students will not be able to return to the FTUs for many months to complete their Commercial Pilot Integrated training.
