QC-005-2020 The purpose of this exemption is to allow Aéroports de Montréal (ADM) to keep its airport certificate at the Montreal-Mirabel International Airport for a Code AGN V precision approach runway, despite the presence of an aircraft-arresting cable system in the Runway 06 safety area. The system is located alongside the runway at 414.5 metres from the thresholds. It includes two cable outlet boxes 4.5 metres from the runway edge and four exhaust pipes 87 metres from the runway centreline. The exhaust pipes are 2.43 metres high. The system enables the airport operator to accommodate Canadian Armed Forces and foreign military fighter aircraft in a safer operational environment. When the system is deployed, civilian aircraft can use a non-precision runway beyond a 915-metre displaced threshold made visible with gable markers, inset threshold lights and runway threshold identification lights (RTILs).

NCR-004-2020 The purpose of this exemption is to allow Canadian operators of privately registered ex-military turbine powered aeroplanes (including turbo-jet and turbo-propeller) and their flight crew members not operating pursuant to Part IV or VII of the CARs to operate for the purpose of transporting passengers or goods in operations other than those for which an air operator certificate is required without holding a PORD as required by paragraph 604.03(1)(b) of the CARs.

NCR-095-2020 The purpose of this exemption is to allow stakeholders to continue operations in the environment created by the COVID-19 pandemic. More specifically, this exemption will allow Canadian air operators operating under Subpart 5 of Part VII of the CARs to operate its aeroplanes when not all flight attendants are occupying a certified flight attendant station equipped with a shoulder harness or dual upper torso straps. The present exemption grants four additional months to global exemption NCR-050-2020 issued on April 21, 2020, with a validity period until August 31, 2020.

NCR-093-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11, 2020. As the COVID-19 situation continues to evolve and the closing of all non-essential businesses and social distancing measures to contain the spread of coronavirus continue to disrupt the aviation industry, this exemption will allow all licensing applicants who received successful results after completing the Transport Canada written licensing examinations between March 11, 2018 and March 11, 2020 to benefit from an extension of the validity of the written examination results until January 31st, 2020, due to the temporary closure of flight training units. As such, the present exemption grants a 5-month extension to the previously granted extension under NCR-057-2020 to allow the licencing applicants whose written examinations results will expire while flight training units are closed to be able to submit an application for a permit, licence or rating without having to re-write the Transport Canada licensing examinations.

NCR-090-2020 - Cancels NCR-020-2020 The purpose of this exemption is to allow all Canadian airport operators to extend the period in which recurrent live-fire drill training is to be provided to all fire-fighting personnel from every 12 months to a maximum of 30 months. As the COVID-19 situation continues to evolve, this exemption would allow Canadian airport operators whose fire-fighting personnel are required to travel outside of their jurisdiction to the United States of America or other Canadian provinces to complete their required recurrent live-fire training in order to maintain their level of proficiency to defer the requirement by a maximum of 18 months.

NCR-087-2020 - Cancels NCR-051-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the regulatory demand on Government and the Air Navigation Service Provider resources in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization on March 11th, 2020. Compliance with the timely initiation of the flight check, required to complete the aforementioned approval process, may not be possible in the current situation due to measures such as mandatory 14-day quarantines for interprovincial travelers imposed by provincial governments to curb the spread of the novel coronavirus. The purpose of this exemption is to permit NAV CANADA to submit for publication and distribution their instrument flight procedures when all other review and ground validation activities are completed except for the flight check.

NCR-040-2020 The purpose of this exemption is to permit ACLP to obtain an approval for a major change to the type design that results in a re-issuance of the type certificate data sheet (TCDS) for the ACLP model BD-500-1A10 (marketing designation “A220-100”), where the amended type design to be approved contains design features that do not comply with the applicable standards of airworthiness for software that performs required flight management functions. The proposed major change would introduce Flight Management System (FMS) software “Build 8A2”, which is intended to replace the currently approved “Build 8A1” both in production and in service. The proposed major change would include an FMS with embedded software whose demonstrated design does not permit a complete showing of compliance to paragraphs 525.1301(a)(1) and (a)(4), 525.1309(a) and (b) of the AWM, as well as paragraphs 4(a) and (c)(2) of SCA 2013-03. In particular, this exemption is intended to provide a relief period until December 15, 2023 from the provisions specified under this exemption to allow ACLP to field an FMS application with safety-related improvements as compared to the presently approved design.
