NCR-058-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11th, 2020. Consequently, most Civil Aviation Medical Examiners have temporarily closed their offices thus rendering the ability to undergo Civil Aviation medical examinations unavailable. More specifically, this exemption is to allow candidates whose Category 1 medical certificates issued or renewed by the Minister of Transport who no longer meet the validity period for a Commercial licence yet still have validity for a Private licence or who now hold a valid Category 3 Medical certificate to attempt a flight test for the Commercial Pilot Licence, Airline Transport Pilot Licence or Flight Instructor Rating until August 31, 2020, as a temporary measure.

NCR-011-2020 The purpose of this exemption is to allow a person who holds a Flight Training Unit (FTU) operator certificate issued pursuant to Subpart 6 of Part IV of the CARs to conduct the training of students for a Commercial Pilot Licence – Helicopter in the disciplines necessary to become viable employees for Subpart 702 Air Operator Certificate holders conducting operations, such as forest fire suppression. These operations involve shuttling to and from unsuitable landing areas where the ground may be uneven, too soft or covered with obstacles that could cause damage to the helicopter and endanger personnel, if a normal landing were attempted. One of the primary disciplines is to learn to competently hold a helicopter in a low hover as the center of gravity fluctuates while personnel and equipment are embarking and disembarking. The present regulatory conditions pursuant to subsection 602.25(2) of the CARs do not include allowing FTUs to conduct pilot training for operations involving entering and leaving an aircraft in flight. This global exemption proposes to allow FTUs to conduct pilot training for operations involving entering and leaving an aircraft in flight in accordance with the conditions set out in this exemption.

NCR-057-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the potential of person to person transmission following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization (WHO) on March 11, 2020. As the COVID-19 situation continues to evolve and the closing of all non-essential businesses and social distancing has been ordered by Provincial and Municipal governments, this exemption will allow all licensing applicants who received successful results after completing the Transport Canada written licensing examinations between March 11, 2018 and March 11, 2020 to enjoy an extension of the validity of the written examination results until August the 31st, 2020, due to the temporary closure of flight schools. As such, the present exemption will allow the licencing applicants whose written examinations results will expire while flight schools are closed to benefit from an extension of about 6 months to be able to submit an application for a permit, licence or rating without having to re-write the Transport Canada licensing examinations.

This exemption is required in order to accommodate the altitude loss below MDA that will likely occur during a missed approach, following a stabilized constant descent angle (SCDA) non-precision approach.

NCR-051-2020 The purpose of this exemption is to adopt temporary measures in the public interest to reduce the regulatory demand on Government and the Air Navigation Service Provider resources in Canada following the declaration of a pandemic outbreak of novel coronavirus (COVID-19) by the World Health Organization on March 11th, 2020. Compliance with the timely initiation of the flight check, required to complete the aforementioned approval process, may not be possible in the current situation since the flight crews involved in this activity are deemed non-essential aviation workers in the COVID-19 context, as per Annex A of the Transport Canada COVID-19 letter to aviation industry - essential services dated March 30, 2020. The purpose of this exemption is to permit NAV CANADA to submit for publication and distribution their instrument flight procedures when all other review and ground validation activities are completed except for the flight check.

NCR-047-2020 The purpose of this exemption is to provide flexibility to Canadian airport operators that currently provide ARFF services and are experiencing an unprecedented drop in passenger numbers due to COVID-19 health protective measures. This flexibility to the requirements under Subpart 3, Aircraft Rescue and Fire Fighting at Airports and Aerodromes, of Part III of the CARs and its applicability would be provided by allowing them to consider anticipated passenger numbers in addition to current actual numbers to determine if they are equal or below the 180,000 passenger number of emplaned and deplaned passengers threshold. These numbers, combined with a projection of the upcoming 12 months, would establish an equivalent regulatory level to those airports that were receiving 180,000 or less annual passengers prior to the current situation. As the COVID-19 situation continues to evolve, this exemption will provide Canadian airport operators with a temporary modification of the methodology to review and compile the statistics in respect of the number of the number of passengers that are emplaned and the number of passengers that are deplaned.

NCR-030-2020 The purpose of this exemption is to allow Canadian air operators, operating under Subpart 5 of Part VII of the CARs, to change the flight attendant ratio that it has selected for the purposes of subsection 705.201(2) of the CARs without notifying the Minister in advance as required by paragraph 705.202(1)(a) of the CARs. This exemption also permits the Canadian air operator to temporarily change its flight attendant ratio for a model of aeroplane without first having carried out a successful demonstration of its emergency evacuation procedures for that model where such a demonstration would be required by subsections 705.204(3) or (4) of the CARs COVID-19.
