NCR-005-2019 Supersedes NCR-030-2018 The purpose of this exemption is to permit Airbus to obtain an amended type certificate to include new engine option (NEO) aeroplane models A321-271N and A321-272N (A321neo models) and Airbus “Cabin-Flex” option aeroplane models A321-271NX and A321-272NX (A321neo ACF models), which contain design features that do not fully comply with the applicable standards of airworthiness for “Pressurized Cabins” in accordance with paragraphs 525.841(a)(2)(i) and (3) of the AWM [Change 525-22]. In particular, these aeroplane models contain design features that allow the cabin pressure altitude to exceed 25,000 feet for more than 2 minutes, following a decompression that results from an uncontained engine failure condition, whereby the applicable standards of the AWM are not met. This exemption provides relief from the requirements of paragraphs AWM 525.841(a)(2)(i) and (3) [Change 525-22] for uncontained engine rotor failure (UERF) scenarios. |

In particular, this exemption is intended to provide relief from the provisions of paragraph 525.785(b) and section 525.562 of the AWM [Change 525-6] that consider that the same level of emergency landing protection from serious injury be provided to occupants of stretchers as is provided to occupants of seats, when the occupant makes normal use of restraints provided. NCR-001-2019 The purpose of this exemption is to establish an initial cadre of flight reviewers necessary to implement the regulations amending the Canadian Aviation Regulations (CARs) - Part IX – Remotely Piloted Aircraft Systems (RPAS). The exemption will facilitate the certification of pilots for advanced operations and their respective flight reviewer ratings by exempting these persons from the requirements in CARs 901.64 (c) and 901.83 (c) such that they can act as flight reviewers under CARs 901.82. In creating a class of flight reviewers capable of conducting flight reviews, Canadians seeking to be certified to conduct advanced operations can do so in advance of the full coming into force date of the regulations on June 1st, 2019. This exemption will also enable individual RPAS pilots and flight reviewers to operate RPAS as part of the flight review process without having to obtain a Special Flight Operations Certificate (SFOC). Transport Canada (TC) is specifically exempting all RPAS operations conducted for the purposes of a flight review, notwithstanding existing exemptions to CARs 602.41 and 603.66 which currently apply. |
