NCR-027-2018 The purpose of this exemption is to permit Conair Group Inc. (hereafter Conair) to obtain a supplemental type certificate (STC) for the Bombardier aeroplane model DHC-8-402, where the change to the type design to be approved contains design features that do not comply with the applicable standards of airworthiness for the protection from serious injury during emergency landing conditions for occupants of berths intended for a non-ambulant persons. In particular, this exemption is intended to provide relief from the provisions of paragraph 525.785(b) and section 525.562 of the AWM [Change 525-6] that consider that the same level of emergency landing protection from serious injury be provided to occupants of stretchers as is provided to occupants of seats, when the occupant makes normal use of restraints provided. Conair has requested an STC for the installation of six (6) LifePort Patient Loading Utility SystemTM (PLUS), intended for use with LifePort AerosledTM TS (Transport System) stretchers, where an occupant of the stretcher would not be protected in the same was as an occupant of a seat, whereby the applicable standards of the AWM are not met.

NCR-001-2019 The purpose of this exemption is to establish an initial cadre of flight reviewers necessary to implement the regulations amending the Canadian Aviation Regulations (CARs) - Part IX – Remotely Piloted Aircraft Systems (RPAS). The exemption will facilitate the certification of pilots for advanced operations and their respective flight reviewer ratings by exempting these persons from the requirements in CARs 901.64 (c) and 901.83 (c) such that they can act as flight reviewers under CARs 901.82. In creating a class of flight reviewers capable of conducting flight reviews, Canadians seeking to be certified to conduct advanced operations can do so in advance of the full coming into force date of the regulations on June 1st, 2019. This exemption will also enable individual RPAS pilots and flight reviewers to operate RPAS as part of the flight review process without having to obtain a Special Flight Operations Certificate (SFOC). Transport Canada (TC) is specifically exempting all RPAS operations conducted for the purposes of a flight review, notwithstanding existing exemptions to CARs 602.41 and 603.66 which currently apply.

OTT-022-2018 The purpose of this exemption is to allow Air Transat to conduct flight attendant initial and annual training for Aircraft Exit Operation Drills as required by sections 7.3 of Initial Part Seven and 7.1 of Annual Part Seven of the FATS without operating the Airbus A321 Airbus Cabin Flex (ACF) overwing exit (OWE). Currently, Schedule A of the FATS – Aircraft Exit Compatibility Groups – does not recognize the Airbus A321 aircraft or an approved equivalent. This exemption allows Air Transat to treat as equivalent the operation of the Boeing 737NG (Next Generation) OWE and the Airbus A321 ACF OWE.

NCR-029-2018 supersedes NCR-039-2016 The purpose of this exemption is to permit CSALP to obtain an approval for a major change to the type design that results in a re-issuance of the type certificate data sheet (TCDS) for the CSALP model BD-500-1A11 (Marketing designation “A220-300”, formerly the CS300). The purpose of the major change is to replace the current TCDS limitation, resulting from the application of conditions contained in Exemption NCR-039-2016 that renders the type design ineligible for a new CAR 507.02 Certificate of Airworthiness or a new CAR 509 Export Airworthiness Certificate after December 31, 2018. The approved type design includes a Flight Management System (FMS) with embedded software whose demonstrated design assurance processes do not permit a complete showing of compliance to paragraphs 525.1301(a)(1), 525.1309(a), 525.1309(b), and 525.1309(d) of the AWM. In particular, this exemption is intended to provide an extension of the relief period until June 30, 2020 from the provisions of paragraphs 525.1301(a)(1), 525.1309(a), 525.1309(b), and 525.1309(d) of the AWM, to allow CSALP additional time to show full compliance for the FMS application.

NCR-020-2018 The purpose of this exemption is to permit Bombardier to obtain an amended type certificate to include a new aeroplane model BD-700-2A12 (Global 7000), which contains design features that do not comply with the applicable standards of airworthiness for the automatic presentation of oxygen dispensing units to occupants before the cabin pressure exceeds 15,000 feet, where certification for operation above 30,000 feet is requested. In particular, this exemption is intended to provide relief from the provision of paragraph 525.1447(c)(1) of the AWM, which specify the cabin pressure altitude for automatic presentation of oxygen dispensing units, in order to prevent nuisance deployment of these dispensing units when operating at high-altitude airports. For the purposes of this exemption, high-altitude airport operation means aeroplane operation below 20,000 feet and into or out of airports with elevations above 13,800 feet.

NCR-043-2015 The purpose of this exemption is to permit Bombardier and any design approval applicant to obtain an amended type certificate or supplemental type certificate to include Bombardier aeroplane model BD-700-2A12 (marketing designation “Global 7000”), where the type design to be approved contains design features that do not comply with the applicable standards of airworthiness for installation of doors between any passenger seat that is occupiable for take-off and landing and any passenger emergency exit. In particular, this exemption is intended to provide relief from paragraph 525.813(e) of the AWM, to permit installation of up to three interior doors between passenger seats and emergency exits. Interior doors have been requested by the applicant to segregate the cabin for different levels of utility, comfort and privacy.
