NCR-019-2019 - Cancels NCR-016-2017 The purpose of this exemption is to permit Viking to obtain a design change approval for the DHC-6 “Twin Otter” Series 400, as well as Series 1, 100, 110, 200, 210, 300, 310 and 320 aeroplane models incorporating type design changes recorded in Viking Report AEROC 6.1.G.11 DHC-6 Certified Airplane – Basic Definition, where the design change to be approved contains design features that do not comply with the applicable standards of airworthiness for “Takeoff speeds” and “Operating limitations – Takeoff weight limitations” in accordance with SFAR 23-1. In particular, this exemption is intended to provide relief from paragraphs 5(b)(1) and 19(b)(1) of SFAR 23-1, which require that the decision speed V1 be a ground speed (and not an airborne speed) and that the all-engines operating take-off distance at maximum take-off weight be determined accordingly. This exemption is intended to permit the approval of an aeroplane flight manual supplement (AFMS) containing Reduced Ground Roll – 20 Degree Flap Take-Off (RGRTO) procedures and performance data, where V1 is permitted to be an airborne speed. The use of the RGRTO AFMS procedures and performance data allows the aeroplane to become airborne with a minimum ground roll, in order to facilitate operations on short and/or unprepared (rough/soft) surfaces, such as may be encountered when conducting flight operations from remote and sparsely settled locations.

NCR-035-2018 The purpose of this exemption is to allow all Canadian airport operators to use the performance specifications set out in provision 9.2.9 b) or c) of the International Civil Aviation Organization (ICAO) International Standards and Recommended Practices, Annex 14 – Aerodromes, Volume 1 – Aerodromes Design and Operations instead of using the performance specifications set out in paragraph 323.08(1)(a) of Standard 323 – Aircraft Fire Fighting at Airports and Aerodromes, namely CAN/ULC-S560 or of the CAN/ULC-S563, while a new CAN/ULC-S563 is developed. This exemption would allow Canadian airport operators to elect to transition to a fluorine-free foam which is more environmentally friendly and which is currently available on the market and used in other countries. All Canadian airport operators exercising the privileges of this exemption will be required to meet the revised Underwriters Laboratories of Canada CAN/ULC-S563 once published.

OTT-008-2019 Cancels NCR-089-2016 The purpose of this exemption is to allow Air Canada rouge, hereafter air operator, when operating under Subpart 5 of Part VII of the CARs, to permit, during all phases of flight, the use of Wi-Fi onboard connectivity, more specifically Air Canada rouge GoGo, on board its Airbus A321, A319, A320 and Boeing B767 aeroplanes which are equipped with a broadband services system. The Air Canada rouge GoGo will enable the use of transmitting PEDs to access the internet, check emails and use instant messaging by means of transmitting and receiving signals over the Wi-Fi connectivity.

The DHC-8-300 aircraft are not equipped with a Wi-Fi system, therefore passengers will not be able to connect to an onboard broadband system.
