Name of transfer payment program: Contribution to the Oshawa Harbour Commission

Description: The contribution to the Oshawa Harbour Commission is part of the settlement agreement between the City of Oshawa and the Crown. The funding will be used to transfer more industrial activities at the Port of Oshawa from the west wharf to the east wharf and to cover fencing and landscaping costs. However, the contribution is being made to the Oshawa Harbour Commission because it is the most appropriate entity to oversee and manage construction on Oshawa Harbour Crown lands, since the Commission already administers and manages the Crown’s port lands. This transfer payment program does not include repayable contributions.

Results Achieved:
- Users of the city’s parks and residential areas are shielded from the port’s industrial operations now that the fencing and landscaping projects are completed; and
- The port consolidation project is progressing in order to increase capacity and facilities on the east wharf to allow the transfer of the port’s more industrial activities from the west wharf to the east wharf.

Comments on variance: Delays encountered at the onset of the project had repercussions on how much work was completed in 2013–14. Additional studies were required as part of the design phase and final construction design necessitated some revisions; this is not expected to negatively affect the project completion date.

Engagement of applicants and recipients: Transport Canada will engage the recipient in the following manner: inform of service standards and reporting requirements based on the risk profile of the recipient; maintain an ongoing dialogue to assess change and the progress of each project; follow up as required on project activities, funding requirements and reporting requirements; and notify of the requirement to audit and inform of the audit findings.
