ABSTRACT:
This research paper was commissioned to provide advice to the Canada Transportation Act Review on approaches to defining Canada’s critical trade-related infrastructure. The study explored methods to identify the components of Canada’s transportation system required to support Canada’s long-term trade requirements, and identified various aspects that could be considered in making such a determination, including volumes, capacity, redundancy, and importance to the economy. The author presented statistics that might help define Canada’s key transportation facilities, and pointed out limits to the existing data on Canada’s international trade movements. The research analysed various mechanisms that could be employed to help determine the appropriate level and potential sources of funding for maintaining and upgrading critical infrastructure, including providing summaries of approaches taken in other jurisdictions.
