1. Policy Objective

1.1 The purpose of this policy is to exempt applicants for Passenger Safety Management(PSM) or Specialized Passenger Safety Management (Ro-Ro Vessels) (S-PSM) certificate or endorsement from the requirements to hold a valid medical certificate or a valid provisional medical certificate and a marine basic first aid training certificate to obtain the certificate or endorsement.

1.2 In addition, this policy is to exempt holders of a “Passenger Safety Management or a Specialized Passenger Safety Management (Ro-Ro Vessels) certificate or endorsement from the requirement to hold a valid medical certificate or a valid provisional medical certificate for the purpose of being employed on board a passenger-carrying vessel or for the renewal of such certificate or endorsement. 

1.3 This policy is not to be used for the purposes of any other certificate or endorsement.

1.4 Sections 229 and 230 of the Marine Personnel Regulations (MPR) will be amended to reflect this policy.

2. Policy Statement

2.1 In order to ensure a smooth transition from the requirements of the MPR to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 2010 (STCW 2010), Transport Canada Marine Safety (TCMS) will allow an applicant for a Passenger Safety Managementor a Specialized Passenger Safety Management (Ro-Ro Vessels) to obtain these certificates or endorsements without having to provide the examiner with:

  1. a valid medical certificate or a valid provisional medical certificate as required by subsection 111(b) of the MPR; and
  2. a marine basic first aid certificate required by section 157 or 158 of the MPR.

2.2 In addition, TCMS will allow the holder of a Passenger Safety Managementor a Specialized Passenger Safety Management (Ro-Ro Vessels) certificate or endorsement to be employed onboard a Canadian registered vessel, in accordance with sections 229 or 230 of the MPR and to renew such certificate or endorsement, without holding a valid medical certificate as required by subsection 200(7) or 111(b) of the MPR.

3. Scope

3.1 This policy applies to a person who is already the holder of, or who has made an application to obtain a Passenger Safety Managementor a Specialized Passenger Safety Management (Ro-Ro Vessels), certificate or endorsement, and is not to be used in combination with any other certificate or endorsement.

3.2 This policy applies to a Canadian registered vessel that is required to employ a person holding a Passenger Safety Managementor a Specialized Passenger Safety Management (Ro-Ro Vessels), certificate or endorsement in accordance with sections 229 or 230 of the MPR.

4. Authority

4.1 This policy falls under the authority of the Director General, Marine Safety and the Marine Safety Executive Committee.

5. Responsibility 

5.1 The Director, Marine Personnel Standards and Pilotage, is responsible for this policy.  Marine Safety examiners are responsible for implementing the policy.

7. Background

7.1 In its review of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended in 2010 (STCW 2010), Transport Canada Marine Safety noted excessive requirements in the MPR:

  1. To obtain a PSM or a S-PSM certificate or endorsement an applicant must, in addition to meeting the STCW 2010 requirements, hold either a valid medical certificate or a provisional medical certificate issued by the Minister and a valid marine basic first aid training certificate.
  2. To be employed onboard a Canadian registered vessel, holders of a valid PSM or a S-PSM certificate or endorsement must, in addition to meeting the STCW 2010 requirements, hold either a valid medical certificate or a provisional medical certificate issued by the Minister.

7.2 The STCW 2010 requirements for these certificates or endorsements are strictly documentary evidence of training for which neither medical fitness nor first aid training are required.

8. Date of Application

8.1 This policy became effective on January 1st, 2011. It was reviewed and updated on October 1, 2011.

9. Date for Review

9.1 Provisions of this policy will be reviewed not later than 12 months after it comes into effect.

9.2 The provisions will expire when the Marine Personnel Regulations will be amended
