The following Ship Safety Bulletin is to draw the attention of the stakeholders to the requirements of the Cargo, Fumigation and Tackle Regulations (CFTR) pertaining to loading or unloading ammonium nitrate based fertilisers in bulk.

Sub-section 114.(1)(b) of the Cargo, Fumigation and Tackle Regulations prohibits loading onto or unloading from a vessel more than 10 000 tonnes of ammonium nitrate based fertiliser (ANBF) in bulk form (loading or unloading of any quantities of ammonium nitrate UN 1942 in bulk is prohibited under s.114.(1)(a) of the CFTR). This limit applies to loading or unloading ANBF in one port. It does not apply to the total quantity of ANBF carried on board a vessel. “Ammonium nitrate based fertiliser” here means any ammonium nitrate based fertiliser allowed for marine transport under the International Maritime Solid Bulk Cargoes Code (IMSBC Code) adopted by the International Maritime Organization.

Currently the following cargoes are listed in the IMSBC Code as ammonium nitrate based fertilisers:


Cargoes in the IMSBC Code are identified by using their Bulk Cargo Shipping Names (BCSN). It is the shipper’s responsibility to identify cargoes proposed for marine transport by providing their correct BCSN in the transport documents.

Ship owners, ship operators, charterers, terminals operators, agents and Masters are reminded of the mandatory notification in accordance with sub-section 114.(2) of the Cargo, Fumigation and Tackle Regulations. The master of a vessel shall notify the nearest Department of Transport Marine Safety Office and the harbour master or, if there is no harbour master, the person responsible for the port at least 24 hours before 150 tonnes or more of bulk ammonium nitrate based fertilizer are to be loaded onto or unloaded from the vessel.
