Purpose

This bulletin aims to inform the marine community that Transport Canada has published revised Standards for the Construction, Inspection, and Operation of Barges Carrying Oil or Dangerous Chemicals in Bulk (TP 11960). The updated standards, TP 11960E are available at http://www.tc.gc.ca/eng/marinesafety/tp-tp11960-menu-375.htm.

Scope

The revised standard applies to new and existing Canadian barges and non-Canadian barges carrying oil or dangerous chemicals in Canadian waters.

What you need to know

Transport Canada updated the standards TP 11960 to:

  • Provide a single reference document that presents all safety and environmental protection requirements and standards that apply to barges carrying oil and/or dangerous chemicals in Canada.
  • Provide requirements for the carriage of cargo on deck along with oil or dangerous chemicals in bulk.
  • Explain towing and operational requirements; and
  • Provide guidance for support barges, barges that serve as oil or dangerous chemical storage facilities, or are not primarily designed to carry oil.
