Update on How to Meet STCW 2010 Manila Convention Requirements for Masters, Deck Officers and Ratings - SSB No.: 12/2016

This bulletin has been replaced by Ship Safety Bulletin No. 09/2017

Purpose

This bulletin supplements Ship Safety Bulletin no. 09/2015. It provides more guidance for Masters, deck officers and ratings on how to comply with the new requirements of the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers, as amended by the 2010 Manila Conference (STCW 2010 Manila) after December 31, 2016.

• Guidance for officers and ratings of the engine department is published in a separate bulletin.

Scope

This updated bulletin details the requirements for:

• Training, examinations and sea service to obtain a Master, deck officer or rating Certificate of Competency (CoC), that meets the STCW 2010 Manila;
• Renewal of a STCW CoC;
• Passenger and RoRo passenger vessels personnel certification and
• Marine Emergency Duties (MED) refresher training.

Application

The STCW 2010 Manila does not apply to fishing vessels. Holders of a valid Fishing CoC and seafarers working onboard a fishing vessel are not required at this time, to complete MED refresher training, unless a person does not have enough sea service to meet the CoC renewal requirement.

Background

The STCW 2010 Manila came into force on January 1, 2012 and the transition period allowed by the convention is scheduled to end on December 31, 2016. Canada, as a party to the Convention, is required to fully comply with the requirements of the STCW 2010 Manila by January 1^st, 2017.

Transport Canada Marine Safety and Security (TCMSS) has submitted a number of amendments to modernize the current Marine Personnel Regulations (MPR). Until these amendments come into force, TCMSS has developed interim measures to implement the STCW 2010 Manila.

The principles of these interim measures are listed in the Annex 1 to this bulletin.

Issuance of STCW endorsed CoC

After December 31, 2016;

• a seafarer who wishes to apply for a STCW 2010 CoC listed in column 1 of the table in Annex 1, will need to meet the requirements set out in columns 2 to 5.
• a seafarer who had started an approved cadet training program before August 2008, but has not yet obtained a CoC, will have to fully comply with all STCW 2010 Manila requirements.

STCW Certificate of competency (CoC) renewals

TCMSS considers a seafarer, who holds a valid Canadian STCW CoC, as complying with STCW 2010 Manila.

The Canadian STCW CoC will be renewed, in accordance with sections 106 of the current MPR, and as outlined in Ship Safety Bulletin #09/2015.

Passenger Vessel Training and Qualifications (Deck and Engine)

Contrary to information in Ship Safety Bulletin #09/2015 after December 31^st, 2016 the current MPR regime for the certification of seafarers on passenger vessels will continue to apply until further notice.

TCMSS will continue to:

• Require the Passenger Vessel Management (PSM) and Specialized Passenger Safety Management – RoRo Vessels (PSM-RoRo) CoC or endorsement, under sections 229 and 230 of the current MPR; and
• Issue them under sections 109,157 and 158.

MED Refresher Training Requirements (Deck and Engine)

It is not compulsory for Masters, officers and any seafarer after December 31^st, 2016 to take a Marine Emergency Duties (MED) refresher training nor to obtain a MED Certificate of Proficiency (CoP), when sailing on a vessel making a:

• Voyage in Sheltered waters;
• Near Coastal, Class 2 voyage;
• Near Coastal, Class 1 voyage on the Great Lakes;
• Voyage in the waters of the Gulf of St. Lawrence and Cabot Strait, up to 25nm seaward of a straight line joining Cape Canso at 45° 18.36’N, 60° 56.28’W and Cape Pine at 46° 36.81’N, 53°32.5’W (see Annex 2) or

• Voyage in the areas of Queen Charlotte Sound and Hecate Strait, up to 25 nm seaward of a straight line joining Winifred Island at 50° 39’ 40” N, 128° 22’ 00” W, and Kunghit Island at 51° 56’ 37” N, 131° 01’ 52” W. (see Annex 3)

  Within these waters, the current MPR regime remains in force.

  After December 31st, 2016, seafarers assigned on the muster list to MED duties and all officers sailing on a vessel making a voyage that is outside of the limits specified in the previous paragraph are required by the STCW 2010 Manila to take refresher training every 5 years and to hold a CoP in the related MED duties.

  As outline in SSB #09/2015, a seafarer wishing to obtain a new CoC STCW 2010 after December 31^st, 2016, will need to hold the required MED CoP.

  To obtain a MED CoP, a seafarer must complete an appropriate MED course, or a MED refresher course, within 5 years of the application date.
