Transport Canada’s Indigenous Participant Funding Program (IPFP) – Federal Contaminated Sites Action Plan (FCSAP) provides funding to support potentially affected Indigenous Peoples in consultation and engagement activities related to the remediation or risk management of high-priority Transport Canada contaminated sites identified under the FCSAP.

In Canada, there are numerous contaminated sites for which the federal government has taken responsibility. The FCSAP was created to offer funding and assistance to reduce the risk to human health and the environment linked to these contaminated sites.

The IPFP-FCSAP component aims to fund projects that enhance the capacity of Indigenous Peoples to engage with Transport Canada (TC) regarding the remediation or risk-management of TC’s contaminated sites.

Program objectives

  • Encourage and support the participation of and collaboration with Indigenous Peoples in TC’s consultation and engagement processes.
  • Build Indigenous capacity to support the development of partnerships and collaborative opportunities between TC and Indigenous Peoples.
  • Create opportunities for Indigenous Peoples to gather information, provide their views, and collect, protect and utilize Indigenous Knowledge for the purposes of implementing TC initiatives; obtain responses to their concerns about decisions and inform decision makers in their consideration of potential adverse impacts on Indigenous rights before making decisions.

Who can apply for funding

The First Nations listed below are invited to submit funding applications until February 27, 2026 (extended from January 23, 2026):

  • Conseil des Innus de Pessamit
  • Innu Takuaikan Uashat Mak Mani-Utenam
  • Les Innus de Ekuanitshit
  • Mohawks Council of Kahnawà:ke
  • Les Innus de Unamen Shipu
  • Conseil de la Nation Wendat
  • Les Innus de Nutashkuan
  • Première Nation Wolastoqiyik Wahsipekuk
  • W8banaki

Available funding

The 2025 call for proposals will provide funding for up to five years for projects related to the below sites, for which First Nations invited to apply can ask for up to:

  • $150,000 for the Baie-Johan-Beetz Wharf remediation project (FCSI #08044001)
  • $300,000 for the Portneuf Wharf demolition and sediment remediation project (FCSI #06148001)

All activities must be completed by March 31, 2030.

Eligible activities

Contributions will be provided in support of the following eligible activities, when undertaken to complete a project objective:

  • Building the capacity of Indigenous Peoples to be consulted, and engage and collaborate amongst each other as well as with the federal government:
    • Building capacity and expertise to support dialogue and deliberation as well as enable Indigenous Peoples to take on greater roles as they relate to the design and implementation of the transportation system and/or environmental protection measures, including monitoring, enforcement, management and decision-making over elements of the transportation system;
    • Preparation for and/or participation in and/or coordination of engagement or consultation activities (such as meetings, online/written submissions, public hearings, discussion groups);
    • Development and support of virtual networks with the aim of discussing key policy issues, exchanging views;
    • Provision and sharing of information and Indigenous Knowledge related to the impact of proposed policies, programs, processes, directives, regulation or legislation on Indigenous communities, rights or title; and
    • Preparation for and/or participation in consultation activities required to meet TC’s legal duty to consult, including any additional mitigation or accommodation measures required to address potential impacts to Indigenous rights.
  • Building the capacity of Indigenous Peoples to maintain and manage elements of the transportation system:
    • The development of long-term technical capacity within Indigenous Peoples to carry out work in the field as it relates to the oversight or management of elements of the transportation system and/or environmental protection; and
    • Support research, studies, collection of information/data necessary for the purposes of administering and implementing elements of transportation legislation, regulations, and policies.

Eligible expenses

Eligible project expenses include the following, as reasonable and necessary to carry out eligible project activities:

  • Staff salaries and benefits;
  • Fees for contracted services (e.g., accounting, audit, engineering and consultation)
  • Room rentals and other facility costs;
  • Public outreach, communications materials/associated activity costs;
  • Translation costs;
  • Purchase and lease of assets, technology, equipment, systems and supplies;
  • Honoraria;
  • Storage and warehousing fees;
  • Licenses and permits;
  • Travel expenditures, which may include:
    • hotel accommodation;
    • car rental and kilometric rates;
    • other transportation (bus, train, ferry and airplane fares);
    • meals and incidentals;
  • Administrative expenses for up to 15% of Transport Canada’s total contribution, including:
    • general administration;
    • rent;
    • insurance;
    • office equipment rental;
    • membership fees;
  • Expenses for provincial sales tax and Goods and Services Tax, or the Harmonized Sales Tax, where applicable, for which the recipient is not eligible for a rebate.

Ineligible expenses may include, but are not limited to:

  • Costs incurred before the project approval date and after the final claim noted in the funding agreement;
  • Expenditures for provincial sales tax and Goods and Services Tax, or the Harmonized Sales Tax, where applicable, for which the funding partner is eligible for a rebate, and any other costs eligible for rebates;
  • Purchase of land and/or buildings, related real estate fees, and vehicles;
  • Financing charges and interest payments on loans; and,
  • Expenditures that have been reimbursed from other sources of funding or funding programs.
