An update on the public consultation

Transport Canada held public consultation from November 18 to December 27, 2024, on the Let's Talk Transportation platform on Groundwater and Potable Water Well Monitoring Plan, the Wetlands Monitoring Plan, and the updated Hydrogeology Report. Transport Canada received 67 comments.

All the comments were analysed by the project team professionals, and a detailed report based on these comments will be incorporated into the project's application for authorization from the Canadian Transportation Agency. If you didn’t have the chance to share comments during this public consultation, you will have another chance during the Canadian Transportation Agency's public comment period once the project application is submitted.

The Comité de bon voisinage was launched!

The Comité de bon voisinage was launched on November 20, 2024. This committee aims to promote dialogue and communication with municipalities, other governmental organizations and advocacy groups. The committee will also inform and consult its members on various parts of the project, share operational information and gather concerns and comments from local community representatives throughout the project's pre-construction and construction phases.

Overview of the in-person information sessions on the Groundwater and Potable Water Well Monitoring Plan

The municipalities and Transport Canada held 2 information sessions on November 18 and 19, 2024, to present the Groundwater and Potable Water Well Monitoring Plan to owners of wells that could be impacted by construction. Transport Canada invites all well owners with questions about the monitoring plan, follow-up or characterization of their wells to contact the project team directly:

Meeting of the Comité de concertation

A meeting of the Comité de concertation was held on January 20, 2025. This was a chance for Transport Canada to meet with the mayors of the local municipalities, as well as representatives of Public Services and Procurement Canada and the Ministère des Transports et de la Mobilité durable du Québec. During this meeting, the group discussed identifying the municipality responsible for implementing the Groundwater and Potable Water Well Monitoring Plan and the upcoming mobilization activities.

Next steps

We want to hear from you!

In the coming weeks, Transport Canada will be publishing the Environmental Effects Evaluation online for public comment. The goal of this evaluation is to identify, predict and evaluate the potential environmental impacts of a project, and to support planning and decision-making on project mitigation measures. You will have the chance to comment on this report by sending an email to TC.InfoLacMegantic.TC@tc.gc.ca or by visiting the Let's Talk Transportation website. You’ll receive a newsletter when the document is made public. The newsletter will include important dates for the consultation.

Submission to the Canadian Transportation Agency and comment period

In order to get all the necessary approvals to launch construction, Transport Canada, in partnership with the applicant, is currently finalising the final documents for an application to the Canadian Transportation Agency. Once the application has been submitted, all the documents will be made public and there will be open to public comment for 30 working days.
