Comments on variance: Planned spending for 2013-14 was originally $0 as the $13.4 million in funding provided through Budget 2013 had not yet been announced. The variance between the actual spending of $12.8 million and the total authority of $13.4 million is due to less than expected capital expenditures under Tshiuetin Transportation’s railway rehabilitation work. Due to construction delays, Tshiuetin was not able to complete all planned capital projects.
