Problem:
The instruction manual did not include instructions for the adjustment of the tether strap slides. The strap slides on the tether strap for the models affected are used to adjust the length of the tether strap webbing. The instruction manual included a drawing for the tilt lock adjuster webbing device which is not the same as the strap slides. Thus, a consumer does not have instructions on how to adjust and lock the tether strap at the proper length.

Corrective Action:
The company has posted a Public Notice on its web site at www.djgusa.com under the heading, "Canadian Safety Notices", where consumers can download the appropriate instructions. Alternatively, consumers can call the Dorel Juvenile Group Customer Service toll free number 1 800 536-1090. The Customer Service Department will send them a copy of the proper instructions.

Safety Risk:
Should a consumer not properly adjust the strap slides then the tether strap webbing will likely slip through the strap slides and allow the restraint system and child to move forward during a frontal collision. In 95% of frontal collisions, improperly adjusted tether strap slides will provide adequate occupant protection. However, in 5% of frontal collisions, improperly adjusted tether strap slides will allow excessive forward movement of the restraint system which could possibly resulting in the child making head contact with a front seat back.

Background and Company Action:
The Dorel Juvenile Group Customer Service department received a complaint from a consumer regarding the above-noted problem. The manufacturer immediately initiated an investigation into this matter and determined that 3,000 units manufactured between September 1, 2002 and September 15, 2002, incorporated the incorrect instructions for adjustment of the tether webbing The company has issued a company Public Notice of the Safety Campaign through the Canada Newswire Service for media distribution. In addition, the company has posted the Public Notice on its web site and consumers can download the appropriate instructions.

Alternatively, consumers can call the Dorel Juvenile Group Customer Service toll free number 1-800-536-1090. The Customer Service Department will send them a copy of the proper instructions. The restraint systems are not to be returned to the retailer.
