Issue:
The Car Seat Group (5514 KM) and Transport Canada wish to inform the public of a non-compliance observed during Transport Canada’s compliance audit test program. During a certain simulated crash test with a 6 year-old test dummy and the restraint in forward-facing orientation, the top tether strap tore out of the plastic back of the restraint system and the test dummy’s head exceeded the maximum allowable forward excursion limit.
The Motor Vehicle Restraint Systems and Booster Seats Safety Regulations do not allow a restraint system to exhibit a complete separation of a load-bearing structural element. The regulations also place a maximum permissible limit on the forward excursion of the head of the test dummy during a simulated crash test. This is in order to ensure that the child is properly restrained.
Safety Risk:
In the event of a severe collision, the overall structure of the restraint system could be affected and the child occupant may not remain properly secured, thereby increasing the risk of injury.
Company Action:
Transport Canada and the Car Seat Group (5514KM) have actively investigated the non-compliance. The company has determined that the structural failure was due to a limited production issue affecting only certain seats manufactured on August 22, 2013. For added assurance, the company is replacing all seats manufactured on that date. The company will notify all registered users, and provide those who have contacted the Car Seat Group (5514KM) with instructions on obtaining a replacement seat, at no cost.
Retailers have been advised to immediately stop sale of the affected units of the above model and are working with the Car Seat Group (5514KM) to ensure no affected models are distributed to consumers.
Consumer Recourse:
Consumers are advised to check the manufacturing date on the label affixed to the bottom of the seat:
If the date is indicated as being August 22, 2013, your seat may be affected. The Car Seat Group recommends that you do NOT continue to use the restraint and that you contact them immediately by phone at (416) 422-4515 (toll free at 1(855) 422-4515) or by email at info@csg-canada.com for information on obtaining a replacement seat.
