March 31, 2026 – The EVAP portal is now available to dealerships and authorized sellers.

For EVs boughts or lease on of after February 16, 2026, dealerships and authorized sellers can submit requests through the portal only as of this date. For information, email: TC.EVaffordability-abordabiliteVE.TC@tc.gc.ca.

The EVAP received $2.275B in funding over 5 years. As of April 1, 2026, there is $2.275B in remaining funds.

This page includes information to help dealerships and authorized sellers. It includes information on how to enroll in the program and how to submit a claim for a buyer.

Learn about incentive limits

Transport Canada will monitor the incentive limits closely. Canada reserves the right to seek reimbursement from a dealership should a recipient be found to have received more than the eligible number of incentives from the EVAP. In such a scenario, a dealership may then take any reasonable action to recover the amount from the recipient.

If your dealership was enrolled in the old iZEV Program, you will automatically be enrolled in EVAP but you will need to read and acknowledge the terms and conditions in the new applicant guide.

Enrol in the program

To participate, your authorized representative must enrol your dealership in the program. As part of this process, they will need to submit some information including the Canadian operating address, direct deposit information and GST number.

If your dealership was enrolled in the old iZEV Program, you will automatically be enrolled in EVAP. You will need to read and acknowledge the terms and conditions in the new applicant guide. You can use your old login and password to access your account.

Third-party leasing companies (or fleet management companies) can act as an authorized seller and enrol in the program.

Note: Dealerships that act as agents of leasing companies aren’t considered third-party leases since the dealership information appears on the lease agreement.

To enrol in the program:

  1. Sign in to the EVAP portal using your GCKey
    • If you don’t have a GCKey, you will need to register for one using the same sign in link
  2. Navigate to “ZEV – Direct Deposit Enrolment for Businesses”
  3. Complete and submit the form as directed
  4. Once you submit your enrollment form, it will be sent for processing. To validate your banking information, your bank account will be sent a test payment of $2.10. You will need to confirm that you’ve received this before your enrolment is complete

Before you provide an incentive

To determine whether a new electric vehicle meets the eligibility criteria:

  • The final transaction value must be $50,000 or less (unless it’s made in Canada, then there’s no cap)
  • Check the EVAP vehicle list to see the maximum incentive amount per vehicle

If the vehicle isn’t on the list, use these incentives:

  • up to $5,000 for battery-electric and fuel cell electric vehicles
  • up to $2,500 for plug-in hybrid vehicles

Final eligibility is based on the final transaction value of $50,000 or less, and program terms and conditions.

  • Lease incentive amounts will be pro-rated based on the length (in months) of the lease contract. Use this formula to find the right incentive level:

(full incentive amount of the EV ÷ 48) x (number of months of the lease)

Submit a claim

Submit an eligibility assessment (pre-approval)

You must submit an eligibility assessment (pre-approval request) through the EVAP portal before delivering the vehicle and providing the incentive.

This step:

  • confirms the recipient’s eligibility
  • confirms vehicle eligibility
  • secures funding for the transaction

If you provide the incentive before completing an eligibility assessment request (pre-approval request), you do so at your own risk and your company may not be reimbursed by Transport Canada. Funding isn’t secured and the program terms and conditions can change at any time.

To submit the eligibility assessment:

  • provide the vehicle details, including the Vehicle Identification Number (VIN)
  • provide the vehicle’s final transaction value
  • provide the recipient's details
  • upload the Consumer Consent Form (completed digitally and submitted as a PDF)
    • Modified versions of the forms or handwritten forms will not be accepted

Once you successfully complete the eligibility assessment, you will receive an email confirmation that includes a service request ID and one of the following statuses:

  • Eligibility assessed (pre-approved), request has been reviewed and there are enough funds available. The eligibility is valid for 90 days. You will get a confirmation email with your Service Request ID Number and instructions on how to upload documents. You will need to upload the sale/lease agreement and the Attestation Form to complete the request. The incentive amount will be secured until the vehicle is delivered, regardless when delivery occurs
  • Pending verification, which means the eligibility assessment isn’t complete and needs further review. The assessment will be manually reviewed within 2 business days after which the status will update to “Eligibility Assessed” or “Rejected”

Provide the incentive

Once your request has the status of “Eligibility assessed”, you can apply the incentive directly to the final transaction value after applying taxes and fees.

You must not:

  • reduce the incentive through tax calculations, or
  • include the incentive on the bill of sale/lease agreements before taxes

To complete this step:

  1. Enter the incentive amount by adding a line item on the bill of sale or lease agreement (or as part of the recipient's down payment) and clearly note that the amount is the federal EVAP incentive
  2. Digitally complete the Attestation Form. We will not accept modified or handwritten forms
    • The form must match the information on the final bill of sale/lease agreement for the vehicle
  3. Have the buyer sign it
  4. Upload the completed form because you must submit it digitally

By completing the Attestation Form, the customer acknowledges and agrees to not seek more incentives than they’re eligible for.

Submit the claim

  1. Log into the EVAP portal
  2. Select your dealership
  3. Go to “I want to view all EVAP requests submitted for this dealership/authorized seller”
  4. Search the Service Request ID number from your eligibility assessed request
  5. Upload digital copies of:
    • the completed and signed Sale or Lease Agreement
    • the completed and signed Attestation Form

Make sure that the bill of sale or lease agreement is complete, signed by both parties and easy to read. It must also clearly identify the federal incentive amount applied under the EVAP.

Do not send sale or lease contracts, consent forms, attestation forms or proof of registration via email. We will only process documents submitted via the EVAP portal.

To protect buyers’ privacy, make sure that the documents you upload do not include:

  • any drivers’ licence numbers
  • any copies of drivers’ licences
  • any credit card or bank information

If needed, you can redact (cross out to the point it is unreadable) this information if it’s included on any documents you need to submit.

After you submit a claim

As part of our review, we will confirm that the vehicle is registered to the person or organization named in the claim. This is done by checking the provincial or territorial vehicle registration database.

If we can’t confirm that the vehicle is registered, you will need to submit proof of registration before we can process the request.

Service standards

You can check the status of your requests on the EVAP portal.

The dealership should be reimbursed within 20 business days after getting an email confirming that the EVAP grant request has been approved.

You will get an email when:

  • a request has been approved, and
  • when a payment is issued

Please note that Transport Canada is not responsible for any incentives given out for ineligible vehicles. We also reserve the right to deny requests for reimbursement that do not follow the program’s terms and conditions.

Check on the request’s status

Once a request is successfully submitted, it will go through different statuses based on its progress through the request process.

Eligibility assessed The request has been reviewed and there are enough funds available. The eligibility is valid for 90 days. You will get a confirmation email with your Service Request ID Number and instructions on how to upload documents.
Pending verification The eligibility assessment isn’t complete and is waiting for further review.
Submitted The incentive request was successfully submitted, but it hasn’t been processed yet.
Picked up A Program Officer is assigned to your claim and will review it in the next few days.
Waiting for information

We need more information to validate your request.

You will get an email with instructions on what to send and how to send it. You will have one week to upload the documents through the portal.

If documents are missing after 2 reminders, the claim will be rejected.

In review You’ve submitted the requested documents. A Program Officer is checking if your request qualifies for reimbursement. If they need more info, they will contact you by email.
Eligibility validated Your request is officially marked as eligible for reimbursement.
VIN verified The vehicle has been confirmed as registered to the person or business receiving the incentive.
Approved for rebate Your request is approved, and you will get an email notice. Payment should arrive within 20 business days.
Rebate sent

Payment has been sent to the dealership. You will receive an email with:

  • the payment amount
  • the service request ID, and
  • the Vehicle Identification Number

Banks may take up to 5 business days to deposit the funds.

Rejected The request is incomplete or doesn’t meet the program rules. You will receive an email with the reason why it was rejected, along with your Service Request ID and VIN.
