Whether you’re applying for or renewing a transportation security clearance, an Access Clearance (AC) or both, your employer will direct you to the correct application form.
IMPORTANT: The clearance application process must be initiated by the employer. Only individuals who require access to a restricted area or designated preclearance area to perform the functions of their employment can apply for a clearance.

Before you apply
To make the application process easier, gather these documents before you start.
Step 1: Create an account
Your employer will create an account for you using your email address. You'll receive an email from Transport Canada with instructions.
Already have a TSS account?
Your employer will use your existing account to start the access clearance application.
To access your account:
- Sign in with GCKey or a Sign-in Partner
- Set up two-factor authentication (2FA)
What is 2FA? A security feature that sends you a time-sensitive code to confirm your identity when signing in.
Step 2: Complete and submit your application
What you need to do:
- Complete your application
- Upload all required documents
- Review all details for accuracy
- Consent to background checks
- For access clearance only: Confirm you have no disqualifying charges or convictions
Optional: Share for Review
Some sites allow you to share your application with your company's signing authority before submitting. Only use this option if you're comfortable sharing your personal information with your employer.
What happens next
Your employer will certify your application, then send it to the Pass Control Office/Enrolment Office for review. You may be asked for additional information or documents.

Step 3: Verification appointment
You must attend a verification appointment.
If you have a valid Transportation Security Clearance (TSC) with 1+ year remaining and are applying for an Access Clearance (AC), you can skip this step.
How it works:
- Get notified – You'll receive an email when your application has been reviewed
- Book your appointment – Follow the instructions from the Pass Control Office/Enrolment Office
- Gather your documents – Bring:
- All supporting documents (originals or certified true copies only)
- Any out-of-country documents (if applicable)
- Valid government-issued photo ID (federal, provincial, or municipal)
At your appointment:
The Pass Control Office/Enrolment Office may:
- Verify your identity
- Take your fingerprints
- Take your photo
- Confirm your application is complete
- Submit it to Transport Canada
Step 4: Application processing
You'll be notified when Transport Canada starts processing your application. This is to confirm we have received all your documents. This may take up to 10 business days.
The timeline starts when we receive your complete application, fingerprints, and all documents.
Important: You'll receive email notifications when action is required. Check your email regularly and respond promptly to avoid delays.
Step 5: Decision processing
Decision processing time depends on background check complexity and application accuracy.
- Standard files: Up to 60 business days after we’ve confirmed we have all your information.
- Complex files: More than 60 business days. You may be asked for additional information.
You'll be notified of Transport Canada's decision.
If approved, your notification will include instructions on how to get your access card or pass. We will notify the appropriate Pass Control Office or Enrolment Office.
