Vincent Robitaille served as Assistant Deputy Minister – High Frequency Rail at Transport Canada since December 2021. He leads the integrated team responsible for the development of one of the largest transportation infrastructure projects in Canada since the creation of the St. Lawrence Seaway.
From 2018 to 2021, Vincent served as Director General – Centre of Excellence on Strategic Investments at Transport Canada. He led a team responsible for commercial policy elements of major transportation investments, alternative financing arrangements and Covid-19 support to the air sector.
Before joining Transport Canada in 2018, he served in senior roles at the Treasury Board of Canada Secretariat, Public Services and Procurement Canada, the Public Health Agency of Canada and Global Affairs Canada, notably leading the P3 procurement of the new Champlain Bridge Corridor in Montréal.
From 2016 to 2019, Vincent volunteered as President of the Canadian Institute for Procurement and Materiel Management.
Vincent holds a Chartered Financial Analyst (CFA) designation, a Project Management Professional (PMP) designation, a Certified Director (C. Dir) designation, and a Master of Business Administration (MBA) degree from the University of Ottawa.
