On January 23rd 2019, Transport Canada ( TC ) and the Federal Air Transport Agency ( FATA ) of the Russian Federation signed two one-way Technical Arrangements for the Validation of Design Approvals (Airworthiness) at the Permanent Mission of Canada to the International Civil Aviation Organization ( ICAO ) in Montréal, Canada.
The newly signed bilateral arrangements establish working procedures to facilitate the validation of certification design and product approvals, with a broader outcome of enabling the sales of Canadian-manufactured aircraft and products in Russia. The establishment of these arrangements provides a framework for a more consistent validation approach from one project to the next.
The arrangements will also provide FATA with a mechanism for validations updates, which will in turn provide more certainty and shorter wait times for Canadian exporters as they seek the necessary certifications for the Russian market. There are a number of certifications that are currently impacted by the signing of the arrangements and it is anticipated that future products and companies may benefit from the validation process enabled by these documents.
Going forward, Transport Canada and FATA will continue to build confidence in each other’s respective processes through regularly scheduled communication. The authorities are working together to implement the Technical Arrangements and coordinate next steps.
