The EDDHT Third-Party Certifier Program recognizes organizations and individuals authorized to certify dog and handler teams seeking approval under Transport Canada’s EDDHT Program. Certified individuals are responsible for conducting Transport Canada (TC) approved EDDHT certification tests across Canada.
Organizations or individuals interested in the program can apply to the EDDHT Third-Party Certifier Program through this website.
Applicants must demonstrate that they possess the appropriate skills and experience, and can comply with the program requirements.
Program goals
The program will:
- increase explosives screening capacity and availability across Canada.
- improve efficiency of EDDHT certification tests.
- expand access to EDDHT certification test services nationally.
- offer an environmentally sustainable EDDHT Certification Test process.

Who’s eligible
Canadian citizens, permanent residents, organizations, or entities interested in certifying canine teams for the EDDHT Program are encouraged to apply.
Before you apply
The EDDHT Third-Party Certifier application is submitted digitally and should take 20 to 30 minutes to complete. The following information is required for the application:

Natural Resources Canada (NRCan) Explosives Magazine Licence (Optional) |
Third-Party Certifiers who possess or have access to an explosives magazine (shared magazine) will be required to provide a copy of the applicable licence issued by Natural Resources Canada (NRCan). You can apply for an explosives licence online. Some provinces have other safety and certification requirements to safely handle, transport, store, and use explosives. You are responsible for ensuring compliance with all applicable regulatory requirements. |

How to apply
The online application must be completed by either the Company Executive or the individual applying to become an EDDHT Third-Party Certifier.
Apply as an EDDHT Third-Party Certifier
After you apply
Once the online application has been submitted to Transport Canada, it will be reviewed to determine eligibility.
- If deemed eligible, applicant(s) will be given access to the Transport Canada Secure Communication Portal (TCSCP) where they will be asked to read the EDDHT Third-Party Certifier Standards and Requirements, as well as program guidance materials.
- The Company Executive will complete and submit a Security Plan for review by Transport Canada. The Security Plan is a fillable form intended to capture how the applicant(s) will satisfy the EDDHT Third-Party Certifier Standards and Requirements.
- Once the Security Plan is approved, the applicant(s) will be required to undergo a TC administered training and examination to demonstrate the competencies required to perform an approved certification test.
- Upon successful completion of the examination, the applicant will be asked to enter into a legal agreement with TC, titled EDDHT Third-Party Certifier Agreement. Once the applicant signs the agreement they will be authorized to schedule and conduct EDDHT certification tests on behalf of TC.
Maintaining your agreement
Approved EDDHT Third-Party Certifiers will be subject to continuous quality assurance reviews and audits over the 3-year term of the agreement. Successful recurrent training will be required by the certifier to extend the term of their agreement. Failure to adhere to the conditions, standards and program requirements could result in the suspension or termination of your agreement.
