Potable Water Systems On Board Aircraft

The Canada Labour Code, Part II, is the legislation which ensures that the health and safety of all employees, who are under federal jurisdiction while at work, is protected. At the same time, the Department of Health Act is the legislation responsible for the protection of public health on aircraft. Therefore, air operators have regulated responsibilities to both their employees and passengers to ensure that the potable water provided on board aircraft meets the Public Health Agency of Canada's Potable Water on Board Trains, Vessels, Aircraft and Buses Regulations.

These regulations apply to air operators that transport 25 passengers or more within Canada for water provided to passengers for:

  1. drinking and personal hygiene
  2. preparation of food, and
  3. ice for refrigeration or for beverages

Provisions for potable water for employees is found in the Aviation Occupational Health and Safety Regulations.

To remind air operators of their responsibilities in this regard, Transport Canada published guidance in TP 4711 Air Operator Certification Manual, Volume 1, Chapter 6.
